First of all, it is necessary to define the norm itself. The norm of working time is called the total number of hours that the employee must work out for a certain period of time (year, quarter, month, week).

The norm of working time for 2017 It is calculated in accordance with the procedure that was established by the Order of the Ministry of Health and Social Development of the Russian Federation of August 13, 2009 No. 588n (hereinafter referred to as the order).   1. Sunday is a weekend, regardless of whether employees are occupied on five or six-day work. The average monthly number of working hours in 2017

  • for the 40-hour week - 164.42 hours;
  • for a week at 36 hours - 148.03 hours;
  • for a week from 24 hours - 98.55 hours.

Other time standards for 2017 in Russia

Additionally Art. 6 of the Labor Code of the Russian Federation and paragraph 8 of the Letters of the Ministry of Labor of the Russian Federation of 10.06.2003 No. 1139-21 allow local authorities to introduce the weekend and for other reasons. The only limitation here is that all the associated income losses or the increased budget expenditures should be compensated for by the region in which such a decision was made.

In some cases, the duration of work is both for the week and for a day or shift - should be reduced, even if there is an ordinary order for all other employees of the same organization (i.e. 5 days, in each of which 8 working hours, total - 40). In particular, Art. 92 of the Labor Code of the Russian Federation indicates that for employees with the disabilities of the first 2 groups of the week there can be no more than 35 hours, and for those engaged in harmful works 3 or 4 degrees - no more than 36 hours. Also art. 94 Indicates that minor employees should not work more than established by law (7 hours a day, if 16 years have not yet been fulfilled - 5). Commentary on the manufacturing calendar for 2017

This production calendar provides a working time rate for months, quarters and 2017 as a whole at 40-, 36- and 24-hour work weeks, as well as the number of workers and weekends at a five-day working week with two days off.

Non-working holidays

Article 112 of the Labor Code of the Russian Federation established the following non-working holidays in the Russian Federation:

  • 1, 2nd, 3, 4, 5, January 6 and 8 - New Year holidays;
  • January 7 - Christmas of Christ;
  • February 23 - the Day of Defender of the Fatherland;
  • March 8 - International Women's Day;
  • May 1 - Spring and Labor Day;
  • May 9 - Victory Day;
  • June 12 - Day of Russia;
  • November 4 - the Day of People's Unity.

According to Article 6 of the Labor Code of the Russian Federation, additional non-working holidays may be established by laws and other regulatory acts of state authorities. The relevant norm is also contained in the Decree of the Presidium of the Supreme Court of the Russian Federation dated December 21, 2011 No. 20-PV11 and in paragraph 8 of the Ministry of Labor of Russia of July 10, 2003 No. 1139-21.

Additionally non-working holidays may declare religious holidays in the manner prescribed by Part 7 of Art. 4 of the Federal Law 26.09.1997 No. 125-FZ.

Transfer output days

In accordance with part of the fifth of Article 112 of the Labor Code of the Russian Federation, in order to rational use by workers of weekends and non-working holidays, weekends can be transferred to other days by federal law or regulatory legal act of the Government of the Russian Federation.

In 2017, in accordance with the draft Decree of the Government of the Russian Federation "On the transfer of the weekend in 2017", placed at the address, the following weekend were postponed:

  • from Sunday on January 1, on Friday, February 24;
  • from Saturday, January 7, on Monday, May 8th.

Consequently, taking into account the transfer of the weekend in 2017, the New Year's holidays for workers will last 8 days - from January 1 to January 8, 2017.

In April-May 2017, employees will be resting from April 29 to May 1 in connection with the celebration of the Spring and Labor holiday, as well as from March 6 to May 9 due to the celebration of Victory Day.

In June, the rest period in connection with the celebration of Russia's Day will last 3 days (June 10 - 12), and in November in November, in connection with the celebration of the Day of People's Unity - from 4 to 6 November 2017.

Determination of the standard of working time

In accordance with the order, approved. Order of the Ministry of Health and Social Development of Russia of August 13, 2009 No. 588n, the working time rate is calculated depending on the established duration of the working time per week on the calculated schedule of the five-day working week with two days off on Saturday and Sunday based on the duration of daily work (shift). So, at the 40-hour working week, the working time rate is 8 hours, with the duration of the working week of 36 hours it will be 7.2 hours, at the 24-hour working week - 4.8 hours.

In accordance with Part 1 of Article 95 of the Labor Code of the Russian Federation, the duration of the working day or shift, directly preceding the non-working holiday day, decreases for one hour. In 2017, employees will work for one hour less than February 22, March 7, November 3.

Calculated in the specified procedure, the rate of working time applies to all regimes of labor and recreation.

Examples

In January 2017, at a five-day work week, with two weekends there will be 17 business days and 14 days off.

The norm of working time in January 2017 will be:

  • at the 40-hour working week - 136 hours (8 hours. x 17 days);
  • at a 36-hour working week - 122.4 hours (7.2 hours. x 17 days);
  • at the 24-hour working week - 81.6 hours (4.8 hours. x 17 days).

In 2017, in general, with a five-day working week, with two weekends, there will be 247 business days, including 3 abbreviated weeks of working days, listed above, and 118 weekends and non-working holidays. Interestingly, the number of working days in 2017 has not changed compared to 2016, and the number of weekends and non-working holidays has decreased for one day.

The norm of working time in 2017 as a whole will be:

  • at the 40-hour week - 1,973 hours (one hour less than in 2016)
    (8 hours. X 247 days - 3 hours \u003d 1,973 hours);
  • at a 36-hour working week - 1,775.4 hours
    (7.2 hours. X 247 days - 3 hours \u003d 1,775.4 hours);
  • at the 24-hour week - 1 182.6 hours
    (4.8 hours. X 247 days - 3 hours \u003d 1 182.6 hours).
