Decree No. 240 has already entered into force on 7 August. And this means that the allocation of targeted subsidies in the field is about to begin. Who and how will the state support the ruble in the dream of gaining its “square meters”?

Only the one who is registered in need of better housing conditions. At the same time, subsidies will be issued for the repayment of interest:

  1. Preferential category of citizens listed in the Decree of the President of the Republic of Belarus of January 6, 2012 No. 13 "On some issues of providing citizens with state support in the construction (reconstruction) or acquisition of residential premises."
  2. The current prosecutor's employees and those already dismissed due to age, health status, as well as due to a reduction in the number or staff of employees (due to organizational and staffing activities). Important here is the length of service in the prosecutor's office - at least 5 calendar years.
  3. Low-income citizens who build or reconstruct housing in the Mogilev region (in the territories of Krichevsky, Klimovichsky, Krasnopolsky, Kostyukovichsky, Slavgorod, Cherikovsky and Khotimsky districts).
For the repayment of the principal debt and part of the interest, subsidies will be issued:
  • large families with 3 or more minor children;
  • young low-income families at birth (adoption, adoption) of the first and (or) second child;
  • orphans and those left without parental care;
  • tenants of social housing, which they were provided as orphans and children left without parental care. The subsidy can be allocated while the fixed-term rental agreement for such a dwelling is in effect.
What will be subsidized?
  • for the construction of housing in multi-apartment and semi-detached houses of economy class, which are included in the list approved by the Ministry of Architecture and Construction of the Republic of Belarus, as well as for the construction (reconstruction) of single-apartment residential buildings;
  • for residential renovation.

What can be subsidized?

1. Only a part of the interest on a housing loan received from any commercial bank.

2. Part of the interest and principal on the loan.

! Unlike a concessional loan, compensation from the budget will not be paid to the bank, but directly to the citizen.

What is the amount of subsidies for paying part of the interest on the loan?

1. For large families with 3 minor children - refinancing rate + 2% * .

2. For large families with 4 or more minor children - refinancing rate + 3% * .

3. Large families with 3 or more children under the age of 23, as well as orphans - refinancing rate + 2% * .

* if a lower interest rate on the loan is not specified in the agreement

4. Others in need of better living conditions: refinancing rate - 2%. That is 9.5%.

What is the amount of subsidies for repayment of the principal debt?

Only for young and large families, orphans:

- for large families with 3 minor children - 95% of the principal debt on the loan;

- for large families with 4 or more minor children - 100% of the principal debt on the loan.

– for young families at birth (adoption, adoption):

  • the first child - 10% of the principal debt on the loan;
  • second child - 20% of the principal debt on the loan.
- for orphans - 35% of the principal debt on the loan.

! The amount of the subsidy will be recalculated when the composition of the family changes (first, the base cost of the loan will be recalculated, then the appropriate changes will be made to the decision of the district (city) executive committee).

Since now Belarusbank and Belagroprombank for housing construction issue loans for 20 years at 14.5% per annum (refinancing rate + 3%), in practice, repayment of debt to these banks through targeted subsidies looks like this:

  • for large families with 3 children, the subsidy will cover 13.5% (refinancing rate 11.5% + 2%) per annum out of 14.5%;
  • for large families with 4 children, the subsidy will fully cover the payment of annual interest on the loan (14.5% per annum - 14.5% subsidy);
  • for all the rest, the subsidy will cover 9.5% per annum out of 14.5%.

It is always easier to understand the essence of any innovation through examples. We take as a model different families that can count on state support under Decree No. 240, and calculate how much more affordable a commercial loan for housing has become in monetary terms.

What part of the living space will be subsidized to pay part of the interest on the loan?

Example 1

The maximum normalized cost of a dwelling to provide a subsidy for the payment of part of the interest to this family will be 35,640 rubles: 20 sq. meters * x 3 people x 660 rubles ** x 90%.

Example 2 A family of 3 with a disabled child was sent in turn to the shared construction of a 3-room apartment with a total area of ​​70 sq. meters. The cost of 1 sq. meters - 800 rubles. However, the family already owns a 1-room apartment of 30 sq. meters.

In this case, the maximum normalized cost of housing to provide a subsidy for the payment of part of the interest to this family will be 17,820 rubles: (20 square meters x 3 people - 30 square meters) x 660 rubles x 90%.

Example 3 A large family with 3 children, in order of priority, was sent to the shared construction of a 4-room apartment with a total area of ​​90 sq. meters. The cost of 1 sq. meters - 800 rubles.

The maximum normalized cost of a dwelling to provide a subsidy for the payment of part of the interest for this large family will be 66,000 rubles: 20 sq. meters x 5 people x 660 rubles x 100%.

Example 4 A large family with 3 children, in order of priority, was sent to the shared construction of a 4-room apartment with a total area of ​​90 sq. meters. The cost of 1 sq. meters - 800 rubles. The family already owns a 1-room apartment of 30 sq. meters.

The maximum normalized cost of a dwelling to provide a subsidy for the payment of part of the interest to this family will be 46,200 rubles: (20 square meters x 5 people - 30 square meters) x 660 rubles x 100%.

Example 5 A large family with 3 children takes out a loan for the construction of a one-family residential building with a total area of ​​150 sq. meters in a settlement with a population of up to 20 thousand people. The cost of 1 sq. meters of the house (excluding the cost of outbuildings) - 1000 rubles. The construction of a residential building (excluding the cost of outbuildings) will cost the family 150,000 rubles. The cost of outbuildings is 15,000 rubles.

The maximum normalized cost of housing for the provision of subsidies to this large family (excluding the cost of outbuildings) will be 66,000 rubles: 20 sq. meters x 5 people x 660 rubles x 100%.

The maximum normalized cost of housing for the provision of subsidies to this large family, taking into account the cost of erecting outbuildings provided for by the project documentation, will be 79,200 rubles: 66,000 rubles x 20% + 66,000 rubles.

Example 6 A family of 3 with a disabled child was sent in turn to the shared construction of a 3-room apartment with a total area of ​​70 sq. meters. The cost of 1 sq. meters - 800 rubles.

The maximum normalized cost of a dwelling to provide a subsidy for the payment of part of the interest to this family was 35,640 rubles: 20 sq. meters x 3 people x 660 rubles x 90%.

However, while the apartment was being built, another child was born in the family. Therefore, the maximum normalized cost of housing for the provision of subsidies for the payment of part of the interest to this family was recalculated. As a result, it amounted to 47,520 rubles: 20 sq. meters x 4 people x 660 rubles x 90%.

Since October 1, a system of non-cash housing subsidies has been introduced in Belarus. It should mitigate for vulnerable categories of the population the consequences of rising prices for housing and communal services.

The decree on the introduction of the system was signed just the other day, on August 29. Now government agencies are launching a machine for its implementation, simultaneously informing citizens about the new rules and nuances.

Which families will receive subsidies

  • Families living in the city, whose housing and communal services costs will exceed 20 percent of the average monthly total income.
  • Families living in a rural area, whose housing and communal services costs will exceed 15 percent of the average monthly total income.

How to qualify for a subsidy

  • Non-working pensioners and non-working adults with disabilities, if able-bodied family members do not live with them, will receive a subsidy automatically. Provided that their spending on housing and communal services exceeds 20 or 15 percent. This is called the revealing principle.
  • The rest will be able to count on receiving subsidies by submitting an application to the organization that records and calculates the accrual of housing and communal services. This is called the declarative principle.

What expenses will be subsidized

  • Payment for all main types of housing and communal services: hot and cold water supply, water disposal (sewerage), gas, electricity, elevator maintenance, municipal solid waste management, sanitary maintenance of auxiliary premises of a residential building, overhaul, as well as electricity costs for lighting entrances and operation of elevators .

What spending will not be subsidized

  • Payment for the main types of housing and communal services consumed in excess of the established norms. Anything above that will have to be paid for on its own and in full.
  • Payment for additional types of housing and communal services: maintenance of intercoms, video surveillance, and so on. That is, those that a person can refuse.

How will family income be calculated?

  • According to the revealing principle: family income for the three months preceding the month of application is taken into account.
  • According to the application: family income for the six months preceding the month of application is taken into account.
  • The specific list of income taken into account in the calculation (for example, salary, pension, stipend, alimony) is still unknown. It will be determined by the Council of Ministers by October 1.

How will the subsidy be calculated?

  • The size for each recipient will be determined individually by the decision of local executive committees, taking into account the area of ​​\u200b\u200bthe dwelling, the number of citizens living in it, the volume of housing and communal services consumed.

How long will the grant be given?

  • According to the revealing principle: they will be provided for a quarter, i.e. for three months.
  • According to the declarative principle: they will be provided for six months.

Who will not receive a subsidy

  • Households, whose family members have two or more apartments, registered firms for this premises, rent out rooms.
  • The unemployed who were not registered at the labor exchange.

How to find out if you have received a grant

  • The amount of the subsidy provided will be indicated in the bill. An additional line will appear in it.
  • According to the revealing principle: fattening with such a line will begin to arrive from October. In addition, this category of citizens will receive a separate notice.
  • According to the declarative principle: fat bills with a subsidy line will come in November with the amounts for October.

Will the rules still change

  • The Council of Ministers was instructed to study the experience of the system by October 1, 2017 and make a proposal addressed to the head of state on a possible expansion of the list of categories of citizens to whom subsidies are provided on a revealing basis.
  • It is estimated that about 10 percent of the country's households will benefit from the subsidies.

Question: What is a state housing subsidy, what does it replace and why?

Answer: In general, loan payments will not be much higher than those provided under the 13th decree. Decree No. 240 introduces a new system of state support. This does not mean that the former everything is destroyed, cancelled. This is an additional mechanism that is aimed at attracting additional credit resources, because soft loans are getting smaller every year. Subsidies will be targeted. Thanks to them, loans from commercial banks will become more affordable. For example, if now a bank loan is given at 17-20% for housing construction on general terms, and this loan will be taken by a person who is entitled to a subsidy, then he will be compensated for either interest, or both interest and principal debt. For example, a large family with three children will be repaid interest for using a loan (refinancing rate + 2%, that is, at the current refinancing rate, 14% of the interest rate on the loan will be repaid), and the main debt (95%).

Question: What does a young family need to do in order to receive a targeted subsidy, if we are only standing in line for those in need of better housing conditions?

Answer: Wait your turn. As soon as it approaches, the executive committee will propose construction, and if you are eligible, you will be credited with a subsidy.

Question: Is a family with one child in need of better living conditions subject to Decree No. 240?

Answer: Yes , There is also a subsidy for repayment of the principal debt per child. But you have to wait for the turn to come. People thought that since we are talking about commercial loans, subsidies will be provided without waiting in line. But it's not.

Question: Is a young family with two children eligible for a subsidy if the family is not from a low-income family?

Answer: No. If the family is not low-income, then there is no state support.

Question: In the decree, nothing is clear at all about the construction of individual houses. Is the queue for apartments and houses common or not?

Answer: The queue for apartments and for the construction of houses is common, and the financing is separate. Every year, a government decree determines the amount of state support that will go to multi-apartment and individual housing. If a person whose turn has come wants to build a residential building, then he will receive money from resources for individual housing. For those who want to build an apartment, the money will be taken from the resources for multi-apartment construction.

Question: When will it be possible to see the list of commercial banks lending construction with a targeted subsidy?

Answer: The list of commercial banks will appear after Decree No. 240 comes into force on August 6, 2017. A list of those residential buildings that will be built under this decree will also be published.

Question: We are a family of four, raising a disabled child. Now we have been offered to build an apartment (shared construction), but we have not signed the contract yet. Previously, we had the right to a preferential loan and a one-time subsidy. And how are we going to build now (after the 240th decree)?

Answer: You have the right to be included in the list of families raising children with disabilities. Such families have certain preferences, but you can get them only in the order of priority. To receive subsidies under Decree No. 240, three conditions must be met: there must be a queue for housing, the applicant must fall into certain categories and obtain permission from the executive committee.

Question: Can I get a subsidy when buying a home on the secondary market?

Answer: No. Decree No. 240 does not subsidize the purchase of housing, but only construction and reconstruction. That is, if a family buys housing on the secondary market, the subsidy is not issued.

Who is eligible for a targeted housing subsidy

Low-income families registered as those in need of better housing conditions who:

    are having many children;

    in which disabled children are brought up or in the family there are disabled people from childhood of the first and second groups;

    live in residential premises recognized as unsuitable for habitation;

    have been living in hostels for at least 10 years.

Important. Young and large families that have signed loan agreements for commercial loans for housing construction until August 6, inclusive, will be able to receive financial support from the state on the same terms (under decree No. 585).

Decree No. 322 "On the provision of non-cash housing subsidies" provides for the introduction from October 1, 2016 of a system for the provision of state assistance for partial compensation for housing and communal services, taking into account the total family income, the area of ​​\u200b\u200bconsumers' housing and certain conditions for the consumption of services. The goal of the law is the social protection of the more vulnerable part of society. The Ministry of Housing and Communal Services spoke about the nuances of providing non-cash housing subsidies to the Portal of Communal Literacy.

Who is eligible for the subsidy?

The state compensates for the costs of paying for housing and communal services that exceed 20% of the total income of a family (or individual citizen) in the city and 15% in rural areas. Of course, only if the actual volumes of consumption do not exceed the norms for the consumption of housing and communal services established by the state.

“When calculating non-cash housing subsidies, the normative consumption of housing and communal services will be taken into account. Accordingly, if a person has a large apartment in which he lives alone, pours water without measure, then not his actual consumption will be compared, but the normative one. Everything that is consumed in excess of the norm will be be paid by them on their own,” said Oleg POSKROBKO, First Deputy Minister of Housing and Communal Services.

Who can receive a subsidy?

Homeowners or tenants of public housing, as well as members of their families. In addition, members of the developer organization can apply for a subsidy.

Who will not receive a non-cash housing subsidy?

The application for state aid will be denied if the homeowner owns several residential premises or shares in another apartment (excl. large families), rents out housing under a rental agreement or owns an apartment in which a private enterprise is registered.

The payment of a subsidy can be suspended if the owner changes his place of residence (you can apply for state assistance at a new place of residence) or provides inaccurate data on income. In addition, you can refuse to accrue a subsidy by writing an application to the subsidy service (executive committee) to terminate the provision of a subsidy.

Where to apply for a subsidy?

Such assistance will be provided on the basis of the declarative and revealing principles. “According to the revealing principle, non-working pensioners or non-working adult disabled people will be able to receive state assistance if able-bodied family members do not live with them,” Oleg POSKROBKO clarifies. According to him, the subsidy will be assigned to these categories of citizens automatically, no certificates and documents need to be collected.

The Ministry of Housing and Public Utilities calculated that about 400 thousand households, that is, up to 10% of their total number (3.7 million), will fall under this type of state support.

Documents required for applying for a grant

In order to apply for state assistance to pay for housing and communal services, a citizen must submit a full package of documents to the executive committee at the place of residence, namely:

application for a grant(a sample will be provided by the executive committee);

the passport(or other identity document);

documents confirming the income of the homeowner and family members for 6 months (certificate of salary, benefits, business income, etc.);

work book;

child's birth certificate(for those who have children under 18);

marriage certificate (or divorce);

pension certificate or disability certificate(if there are pensioners or disabled people in the owner's family).

How long is the grant for?

The subsidy for non-working pensioners and the disabled is provided for 3 months and is automatically renewed. For everyone else - for 6 months (to extend the subsidy, you will need to contact the executive committee at the place of residence with a passport and an application).

An application for a subsidy is considered by officials within 10 days. If you need to request additional documents, the review period may increase up to 15 days. If verification of the submitted documents is required - up to 20 days.

Which housing and communal services are covered by the subsidy?

Non-cash housing subsidies will apply to basic housing and communal services - hot and cold water supply, sewerage (sewerage), gas, electricity and heat supply, major repairs and maintenance of a residential building, maintenance of an elevator, solid municipal waste management, sanitary maintenance of auxiliary premises of a residential building, as well as the cost of electricity for lighting the entrances and the operation of elevators in an apartment building and the supply of liquefied hydrocarbon gas from individual cylinder or tank installations.

“Additional housing and communal services that a person can refuse will not be subsidized. For example, the maintenance of intercoms, video surveillance,” Oleg POSKOROBKO noted.

The subsidy for housing and communal services will be calculated only within the framework of consumption standards. For example, if a family of three consumes more water than is provided for by the standards - 140 liters per person per day (if there is a meter), then these liters of water used in excess of the norm will not be subsidized.

The difference between the amount of payment for housing and communal services calculated according to the standards, minus the non-cash housing subsidy and the mandatory payment (20% for urban and 15% for rural residents) will be compensated from the budget.

Features of granting a subsidy

According to Oleg POSKROBKO, the amount of state support in each case will be calculated individually, taking into account the family income, the area of ​​the dwelling, the number of citizens living in it, the volume of housing and communal services consumed. In this case, according to the revealing principle, family income for three months will be taken into account, and according to the declarative principle, for the six months preceding the month of application.

The subsidy in money is not issued in hand, the state will transfer it to service providers. The amount of the subsidy will be reflected in the invoice, and the fee will be reduced by this amount.

If tariffs change, the subsidy will be recalculated automatically.

What are the subsidies for?

They can be provided to pay part of the interest for using a loan for housing construction received by citizens in any commercial bank, and to large and young families and orphans - also to pay off part of the principal debt on such loans. The recipients of subsidies are mainly:

  • the same categories of citizens who were entitled to receive state support in the form of soft loans under Decree No. 13
  • prosecutors
  • low-income citizens engaged in the construction (reconstruction) of residential premises in settlements in the south-eastern region of the Mogilev region

The conditions for providing such state support will be:

  • order of receipt
  • classification of citizens as low-income

About the subsidy - in simple terms

Decree No. 240 refers to attracting loans from commercial banks with the provision of the necessary targeted financial support for their repayment.

As a result, a person receives not a preferential, but the most common commercial loan and a subsidy for its repayment. This can be done in those banks that participate in the subsidy system, today there are 4 of them:

  • Bank Bel VEB
  • Belagroprombank
  • Belarusbank
  • Belinvestbank
  • BPS-Sberbank

Banks provide commercial loans for the construction (reconstruction) of housing on their own terms applicable in each of them, the main of which are almost identical today:

  • loan term - 20 years
  • loan rate - 13% per annum (or refinancing rate + 3 percentage points).

Please note that when the refinancing rate changes (it has been falling in recent years), the loan rate will also change !!!

The subsidy is provided in a non-cash form and is sent to the bank that issued the commercial loan to pay off part of the interest or principal debt for the citizen.

Amount of aid

A subsidy for the payment of part of the interest is provided:

  • beneficiaries listed in Decree No. 13 “On Certain Issues of Providing Citizens with State Support in the Construction (Reconstruction) or Acquisition of Residential Premises”
  • prosecutors, citizens from among prosecutors dismissed from service in the prosecution bodies due to age, health status, in connection with a reduction in the number or staff of employees (in connection with organizational and staff measures), who have at least 5 calendar years of service in the service prosecution authorities

And speaking in very simple terms, in practice it will come out like this:

  • for large families with 3 children, the subsidy will cover 12% (refinancing rate 10% + 2 percentage points) out of 13% per annum
  • for large families with 4 or more children, the subsidy will fully cover the payment of annual interest on the loan
  • for all others, the subsidy will cover 8% (refinancing rate 10% - 2 percentage points) out of 13% per annum

The transfer of a subsidy for the repayment of part of the interest will be made from the next month after the bank issues a loan for the construction (reconstruction) of housing on a monthly basis during the entire loan repayment period established by the loan agreement.

The right to receive a subsidy for the repayment of the principal debt together with a subsidy for the payment of part of the interest is granted:

  • large families with 3 or more minor children
  • young families from low-income families at birth (adoption) of the first and (or) second child after the decision to provide a subsidy for the payment of part of the interest
  • orphans

At the same time, the subsidy for the repayment of the principal debt is set for large families with 3 children in the amount of 95%, and for orphans - 35%.

For large families with 4 or more children, monthly loan payments, both for interest and principal, will be fully subsidized from the budget.

Young families at the birth of children after the decision to provide a subsidy for the payment of part of the interest: 10% - at the birth of the first child; 20% - at the birth of a second child.

The amount of the subsidy will change when the composition of the family changes!

How to get support?

The issuance of a subsidy is possible only when the queue of those in need of better housing conditions approaches and is classified as low-income.

Subsidies are provided for the construction of housing in economical multi-apartment and semi-detached residential buildings, the list of projects of which is approved by the Ministry of Construction and Architecture.

Decisions on the provision of subsidies are made by district, city executive and administrative bodies, and local administrations.

The order of your actions

1. Citizens eligible to receive targeted subsidies (subsidies) will be invited in turn to the executive committee, where they will be offered housing construction with such state support

2. If a citizen agrees to participate in the program, the executive committee sends him to the construction of housing, and the citizen concludes an appropriate contract for the construction

3. After the conclusion of a contract for the construction of housing, a citizen applies to the executive committee with an application and relevant documents to make a decision on providing him with a targeted subsidy. The Executive Committee, taking into account the composition of the family, the living space owned, will determine the maximum amount of the loan to be subsidized by the family

4. With this decision, a person goes to the bank to conclude a loan agreement

5. The bank concludes a loan agreement and sends a copy of it to the executive committee. The Executive Committee, on the basis of information provided by the bank on a monthly basis, transfers to the bank that granted the loan, a subsidy for the payment by a citizen of part of the interest on the loan, starting from the next month after the issuance of the loan (its part) by the bank, a subsidy for repaying the principal debt on the loan - starting from the month of commencement principal repayment of a loan
