How to apply for a non-cash housing subsidy. First time with us

Before winter

And the main legislative act was the Decree of the President of Belarus No. 240 “On state support of citizens in the construction (reconstruction) of residential premises” signed on July 4, 2017.

In addition to the current system of preferential lending for housing construction, Decree No. 240 introduced a new type of state support for citizens in need of better housing conditions - state targeted subsidies, informs infobank.by.

What are the subsidies for?

They can be provided to pay part of the interest for using a loan for housing construction received by citizens in any commercial bank, and to large and young families and orphans - also to pay off part of the principal debt on such loans. The recipients of subsidies are mainly:

  • the same categories of citizens who were entitled to receive state support in the form of soft loans under Decree No. 13
  • prosecutors
  • low-income citizens engaged in the construction (reconstruction) of residential premises in settlements in the south-eastern region of the Mogilev region

The maximum loan amount to be subsidized is determined by the following formula…

The conditions for providing such state support will be:

  • order of receipt
  • classification of citizens as low-income

About the subsidy - in simple terms

Decree No. 240 refers to attracting loans from commercial banks with the provision of the necessary targeted financial support for their repayment.

As a result, a person receives not a preferential, but the most common commercial loan and a subsidy for its repayment. This can be done in those banks that participate in the subsidy system, today there are 4 of them:

  • Bank Bel VEB
  • Belagroprombank
  • Belarusbank
  • Belinvestbank
  • BPS-Sberbank

Banks provide commercial loans for the construction (reconstruction) of housing on their own terms applicable in each of them, the main of which are almost identical today:

  • loan term - 20 years
  • loan rate - 13% per annum (or refinancing rate + 3 percentage points).

Please note that when the refinancing rate changes (it has been falling in recent years), the loan rate will also change !!!

The subsidy is provided in a non-cash form and is sent to the bank that issued the commercial loan to pay off part of the interest or principal debt for the citizen.

Amount of aid

A subsidy for the payment of part of the interest is provided:

  • beneficiaries listed in Decree No. 13 “On Certain Issues of Providing Citizens with State Support in the Construction (Reconstruction) or Acquisition of Residential Premises”
  • prosecutors, citizens from among prosecutors dismissed from service in the prosecution bodies due to age, health status, in connection with a reduction in the number or staff of employees (in connection with organizational and staff measures), who have at least 5 calendar years of service in the service prosecution authorities

* SR - refinancing rate

And speaking in very simple terms, in practice it will come out like this:

  • for large families with 3 children, the subsidy will cover 12% (refinancing rate 10% + 2 percentage points) out of 13% per annum
  • for large families with 4 or more children, the subsidy will fully cover the payment of annual interest on the loan
  • for all others, the subsidy will cover 8% (refinancing rate 10% - 2 percentage points) out of 13% per annum

The transfer of a subsidy for the repayment of part of the interest will be made from the next month after the bank issues a loan for the construction (reconstruction) of housing on a monthly basis during the entire loan repayment period established by the loan agreement.

The right to receive a subsidy for the repayment of the principal debt together with a subsidy for the payment of part of the interest is granted:

  • large families with 3 or more minor children
  • young families from low-income families at birth (adoption) of the first and (or) second child after the decision to provide a subsidy for the payment of part of the interest
  • orphans

At the same time, the subsidy for the repayment of the principal debt is set for large families with 3 children in the amount of 95%, and for orphans - 35%.

For large families with 4 or more children, monthly loan payments, both for interest and principal, will be fully subsidized from the budget.

Young families at the birth of children after the decision to provide a subsidy for the payment of part of the interest: 10% - at the birth of the first child; 20% - at the birth of a second child.

The amount of the subsidy will change when the composition of the family changes!

How to get support?

The issuance of a subsidy is possible only when the queue of those in need of better housing conditions approaches and is classified as low-income.

Subsidies are provided for the construction of housing in economical multi-apartment and semi-detached residential buildings, the list of projects of which is approved by the Ministry of Construction and Architecture.

Decisions on the provision of subsidies are made by district, city executive and administrative bodies, and local administrations.

The order of your actions

1. Citizens eligible to receive targeted subsidies (subsidies) will be invited in turn to the executive committee, where they will be offered housing construction with such state support

2. If a citizen agrees to participate in the program, the executive committee sends him to the construction of housing, and the citizen concludes an appropriate contract for the construction

3. After the conclusion of a contract for the construction of housing, a citizen applies to the executive committee with an application and relevant documents to make a decision on providing him with a targeted subsidy. The Executive Committee, taking into account the composition of the family, the living space owned, will determine the maximum amount of the loan to be subsidized by the family

4. With this decision, a person goes to the bank to conclude a loan agreement

5. The bank concludes a loan agreement and sends a copy of it to the executive committee. The Executive Committee, on the basis of information provided by the bank on a monthly basis, transfers to the bank that granted the loan, a subsidy for the payment by a citizen of part of the interest on the loan, starting from the next month after the issuance of the loan (its part) by the bank, a subsidy for repaying the principal debt on the loan - starting from the month of commencement principal repayment of a loan

A loan received under Decree 240 will cost citizens more than under a decree on state support for citizens. More than 4 thousand families can count on state support in solving the housing problem.

About 135 million rubles are provided for targeted subsidies in housing construction from the funds of Belarusbank and Belagroprombank. Later, commercial banks will join them, Alexander Gorval, head of the housing policy department of the Ministry of Architecture and Construction, told BelTA on July 6 at a briefing.

In addition to the current system of preferential lending for housing construction, a new type of state support for citizens in need of better housing conditions is being introduced - state targeted subsidies. They will be provided to pay part of the interest for using a loan for housing construction received by citizens in any commercial bank, and to large and young families and orphans - also to pay off part of the principal debt on such loans.

The budget no longer injects money in the same volumes into concessional lending for housing construction. Banks mainly use returnable resources for these purposes, and the state only compensates for the difference between market and preferential rates.

As “SB.Belarus Today” explains, in general terms, the subsidizing mechanism will look like this. Only those citizens referred to in Decree No. 13 will be able to apply for support, with the same price standards and restrictions on square meters. Example. A family of 3 is building a 60 sq. m at a price of 660 rubles per meter, having received a preferential loan of 35,000 rubles. The monthly payment for obligations to the bank for such new settlers will be 224 rubles. But if the family receives the same loan amount under the new Decree No. 240, then the payment will increase to 347 rubles. For a family of 4, loan payments with a subsidy will increase from 298 to 463 rubles. For large families with 3 children - respectively from 45 rubles to 80 rubles. Nothing changes only for large families with 4 children. To them, the state in both the first and second cases fully repays both the principal debt and the interest on it.

Who can receive?

“A citizen who has the right to receive state support under Decree No. 13, when the queue approaches, is notified by the executive committee or the state administration body (law enforcement agencies, where it is registered). He goes to the bank, concludes a loan agreement, submits it to the executive committee. The Executive Committee calculates subsidies to repay the loan. If the rate, conditionally, is 20% per annum, then the contract is concluded at 20%, and the amount of the subsidy that will be accrued to the citizen is already calculated, - Alexander Gorval gave an example of a working scheme.

The interest subsidies will be:

  • large families with three minor children - the refinancing rate plus 2 percentage points;
  • large families with four or more children - the refinancing rate plus 3 percentage points;
  • large families with at least three children under the age of 23 (if they study, live together) - the refinancing rate plus 2 percentage points;
  • other citizens eligible for state support - the refinancing rate minus 2 percentage points.

The amount of the subsidy will be determined based on the number of family members, the normalized size of the dwelling and the maximum standard for the cost of construction. The subsidy will be paid monthly during the loan period, its amount will be adjusted depending on changes in the refinancing rate, when the composition of the family changes.

Loans will be more expensive

“Some on the forums have already discussed the decree, the text of which has only become known today. They write that again benefits, they will distribute cheap housing to their own. There will be no new benefits, they have long been determined by Decree No. 13 on state support for citizens in the construction of housing, and its effect is not canceled., - said Alexander Gorval, head of the housing policy department of the Ministry of Architecture and Construction.

“A mechanism has been found that, in our opinion, will help expand the volume of lending to housing construction, while it will be carried out with elements of state support”, said the specialist. According to him, the system of direct preferential loans through the transfer of funds to banks will gradually be replaced by a system of subsidizing not banks, but directly citizens.

“Along with the increase in lending, budget expenditures will decrease. That is, the budget will compensate citizens only for the interest on the loan, and not the entire amount of the loan,” Gorval explained.

The allocated money will be proportionally distributed by districts and cities personally for each family. However, for the time being, as in the case of Decree No. 13, not every apartment can be built with state subsidies, but only in those houses that are included in a special list for financing through subsidies.

  • It is estimated that about 10 percent of the country's households will benefit from the subsidies.
  • It is estimated that about 50 million denominated rubles will be required to help pay for housing and communal services.

Decree No. 240 has already entered into force on 7 August. And this means that the allocation of targeted subsidies in the field is about to begin. Who and how will the state support the ruble in the dream of gaining its “square meters”?

Only the one who is registered in need of better housing conditions. At the same time, subsidies will be issued for the repayment of interest:

  1. Preferential category of citizens listed in the Decree of the President of the Republic of Belarus of January 6, 2012 No. 13 "On some issues of providing citizens with state support in the construction (reconstruction) or acquisition of residential premises."
  2. The current prosecutor's employees and those already dismissed due to age, health status, as well as due to a reduction in the number or staff of employees (due to organizational and staffing activities). Important here is the length of service in the prosecutor's office - at least 5 calendar years.
  3. Low-income citizens who build or reconstruct housing in the Mogilev region (in the territories of Krichevsky, Klimovichsky, Krasnopolsky, Kostyukovichsky, Slavgorod, Cherikovsky and Khotimsky districts).

What can be subsidized?

2. Part of the interest and principal on the loan.

! Unlike a concessional loan, compensation from the budget will not be paid to the bank, but directly to the citizen.

MP calculator

Since now Belarusbank and Belagroprombank for housing construction issue loans for 20 years at 14.5% per annum (refinancing rate + 3%), in practice, repayment of debt to these banks through targeted subsidies looks like this:

  • for large families with 3 children, the subsidy will cover 13.5% (refinancing rate 11.5% + 2%) per annum out of 14.5%;
  • for large families with 4 children, the subsidy will fully cover the payment of annual interest on the loan (14.5% per annum - 14.5% subsidy);
  • for all the rest, the subsidy will cover 9.5% per annum out of 14.5%.

painting by numbers

It is always easier to understand the essence of any innovation through examples. We take as a model different families that can count on state support under Decree No. 240, and calculate how much more affordable a commercial loan for housing has become in monetary terms.

What part of the living space will be subsidized to pay part of the interest on the loan?

Example 1

The maximum normalized cost of a dwelling to provide a subsidy for the payment of part of the interest to this family will be 35,640 rubles: 20 sq. meters * x 3 people x 660 rubles ** x 90%.

Example 2 A family of 3 with a disabled child was sent in turn to the shared construction of a 3-room apartment with a total area of 70 sq. meters. The cost of 1 sq. meters - 800 rubles. However, the family already owns a 1-room apartment of 30 sq. meters.

In this case, the maximum normalized cost of housing to provide a subsidy for the payment of part of the interest to this family will be 17,820 rubles: (20 square meters x 3 people - 30 square meters) x 660 rubles x 90%.

Example 3 A large family with 3 children, in order of priority, was sent to the shared construction of a 4-room apartment with a total area of 90 sq. meters. The cost of 1 sq. meters - 800 rubles.

The maximum normalized cost of a dwelling to provide a subsidy for the payment of part of the interest for this large family will be 66,000 rubles: 20 sq. meters x 5 people x 660 rubles x 100%.

Example 4 A large family with 3 children, in order of priority, was sent to the shared construction of a 4-room apartment with a total area of 90 sq. meters. The cost of 1 sq. meters - 800 rubles. The family already owns a 1-room apartment of 30 sq. meters.

The maximum normalized cost of a dwelling to provide a subsidy for the payment of part of the interest to this family will be 46,200 rubles: (20 square meters x 5 people - 30 square meters) x 660 rubles x 100%.

Example 5 A large family with 3 children takes out a loan for the construction of a one-family residential building with a total area of 150 sq. meters in a settlement with a population of up to 20 thousand people. The cost of 1 sq. meters of the house (excluding the cost of outbuildings) - 1000 rubles. The construction of a residential building (excluding the cost of outbuildings) will cost the family 150,000 rubles. The cost of outbuildings is 15,000 rubles.

The maximum normalized cost of housing for the provision of subsidies to this large family (excluding the cost of outbuildings) will be 66,000 rubles: 20 sq. meters x 5 people x 660 rubles x 100%.

The maximum normalized cost of housing for the provision of subsidies to this large family, taking into account the cost of erecting outbuildings provided for by the project documentation, will be 79,200 rubles: 66,000 rubles x 20% + 66,000 rubles.

Example 6 A family of 3 with a disabled child was sent in turn to the shared construction of a 3-room apartment with a total area of 70 sq. meters. The cost of 1 sq. meters - 800 rubles.

The maximum normalized cost of a dwelling to provide a subsidy for the payment of part of the interest to this family was 35,640 rubles: 20 sq. meters x 3 people x 660 rubles x 90%.

However, while the apartment was being built, another child was born in the family. Therefore, the maximum normalized cost of housing for the provision of subsidies for the payment of part of the interest to this family was recalculated. As a result, it amounted to 47,520 rubles: 20 sq. meters x 4 people x 660 rubles x 90%.

For reference

* 20 sq. meters - the standard for the total area of a residential building under construction (reconstruction), established in subparagraph 1.5 of Decree No. 13.

** 660 rubles - the marginal standard for the cost of 1 square. meters of the total area of the dwelling, defined by the second paragraph of paragraph 8 of the Resolution of the Council of Ministers of December 29, 2016 No. 1113.

About 135 million rubles are provided for targeted subsidies in housing construction from the funds of Belarusbank and Belagroprombank. Later, commercial banks will connect to them, said on July 6 at a briefing BELTA head of the housing policy department of the Ministry of Architecture and Construction Alexander Gorval.

As reported, Alexander Lukashenko On July 4, he signed "On State Support for Citizens in the Construction (Reconstruction) of Residential Premises." In addition to the current system of preferential lending for housing construction, a new type of state support for citizens in need of better housing conditions is being introduced - state targeted subsidies. They will be provided to pay part of the interest for using a loan for housing construction received by citizens in any commercial bank, and to large and young families and orphans - also to pay off part of the principal debt on such loans.

The recipients of the subsidies will be all citizens eligible to receive state support in accordance with Presidential Decree No. 13 of 2012.

Loans will be more expensive

According to Alexander Gorval, loans received under Decree No. 240 of July 4, 2017 on targeted subsidies for housing construction, which was officially published today, will cost citizens a little more, and the burden on the state budget will decrease.

“A mechanism has been found that, in our opinion, will help expand the volume of lending to housing construction, while it will be carried out with elements of state support,”- said the specialist.

“Some on the forums have already discussed the decree, the text of which has only become known today. They write that again benefits, they will distribute cheap housing to their own. There will be no new benefits, they have long been determined by decree No. 13 on state support for citizens in the construction of housing, and its effect is not canceled,”- said the head of the department.

He noted that the size of the loan will be close to the size determined by Decree No. 13, but the loan itself will cost more for citizens who are on the waiting list to improve their living conditions.

For example, for a family of three who will build an apartment of 60 sq. meters at 660 rubles per 1 square. meter and receives a loan of 35 thousand rubles, the monthly payment under Decree No. 13 will be 224 rubles, under Decree No. 240 - 347 rubles; for a family of 4 - 298 and 463 rubles, respectively, for large families with three children - 45 and 80 rubles.

“The funds of citizens are additionally attracted here. But, in our opinion, these are lifting funds - you can pay to improve your living conditions, ”- considers Gorval.

He noted that soon after the decree is published, a government decree will be adopted to detail the mechanism for obtaining a loan. In particular, credits will be issued strictly in turn in the direction of local executive committees. A list of banks will be compiled from which the recipient of the loan can choose, as well as a list of objects (multi-apartment and private houses) that will fall under the new decree. Changes will also be made to the regulatory framework to comply with the new decree, which will enter into force on August 6.

Gorval also said that 135 million rubles have already been allocated from the budget for the implementation of the decree to Belarusbank and Belagroprombank. This will make it possible to build an additional 4,000 apartments. The rest of the banks are now considering the possibility of participating in the system of targeted subsidies.

State support of citizens in the construction of housing may be canceled

Decree No. 13 of January 6, 2012 on state support for citizens in the construction of housing in the future may be canceled, Alexander Gorval said.

In his opinion, on the issue of abolishing benefits, it is necessary "some step by step". According to him, with the adoption of Decree No. 240, the first stage has been passed: if previously preferential loans were issued by two banks and subsidized 100% from the budget, now the budget will compensate only part of the interest on loans, and the main loan is financed by banks. “That is, a step has been taken towards market mechanisms,”- the expert considers.

“In the future, perhaps, Decree No. 13 will lose its relevance. But for this, a stage must be passed to reduce the refinancing rate in order to stabilize inflationary processes. Then the lending conditions will become acceptable, there will be feasible interest rates, then the 13th decree and the 240th will not be needed over time, when loans will be at 2-3%. Then the state can only support the very best - those who, due to their physical data and characteristics, will not be able to solve their housing problem on their own, ” Gorval said.

According to him, then the state will be able to pay more attention to the construction of rental and social housing.

“In such aspects, when it is not necessary to transfer housing into ownership. There is some injustice when the low-income people get a very expensive thing, and a person of average income who does not qualify for benefits can no longer afford it because of their own financial condition and state support structure. There is an imbalance in this- emphasized the head of department.

He noted that today there are about 697,000 people in the queue of people in need of better housing conditions in Belarus, including about 240,000 in Minsk. 350 thousand participants in the queue are young families, 30.5 thousand are large families, 29 thousand are orphans. About 15% of all those in need are eligible for state support.

According to the Ministry of Construction and Architecture, this year the task was to build 3.5 million square meters. m of the total area of housing, 1 million 420 thousand sq. meters. With state support for the assignment for a year of 450 thousand square meters. m in five months, 227.5 thousand were built, in the first half of the year (expected) - about 260 thousand square meters. meters. With state support in 2016, 991.3 thousand square meters were built. meters.
