According to the decree, Rogozin, Vladimir Kozhin were excluded from the board of the military-industrial complex, who on June 13 was relieved of his post as assistant to the president for military-technical cooperation, ex-general director of Roscosmos Igor Komarov, Minister of Science and higher education Mikhail Kotyukov, formerly head of the Federal Agency for Scientific Organizations (FANO), ex-head of the Ministry of Telecom and Mass Communications Nikolay Nikiforov, ex-minister of transport of the Russian Federation Maxim Sokolov and former deputy head of the Ministry of Emergency Situations Vladimir Stepanov.

    2. The Commission in its activities is guided by the Constitution of the Russian Federation, international treaties of the Russian Federation, federal constitutional laws, federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation, as well as this Regulation.

    3. The Commission carries out its activities in cooperation with federal government bodies, government bodies of the constituent entities of the Russian Federation, other government bodies, organizations of the military-industrial complex and other organizations involved in the implementation of the state defense order.

    4. The Commission has the right:

    a) make decisions regarding the organization, coordination, improvement and assessment of the effectiveness of the activities of federal executive bodies in the implementation of state policy in the field of the military-industrial complex, and monitor their implementation;

    b) to hear at their meetings representatives of federal executive bodies, heads of organizations of the military-industrial complex on issues related to the development, production, repair and disposal of weapons, military and special equipment, implementation of programs and plans in the field of military-technical support of the country's defense, state security and law enforcement, as well as on the development of the military-industrial complex and its scientific and production potential;

    c) give instructions to federal executive bodies on issues related to the development, production, repair and disposal of weapons, military and special equipment;

    d) prepare proposals on the establishment of personal responsibility officials for non-fulfillment or improper fulfillment of the duties assigned to them related to the development, production, repair and disposal of weapons, military and special equipment;

    e) request and receive, in the prescribed manner, from federal bodies of state power, bodies of state power of the constituent entities of the Russian Federation, and other government agencies, organizations of the military-industrial complex, as well as from officials of these bodies and organizations information, documents and materials necessary to ensure the activities of the Commission;

    f) involve, in the prescribed manner, for the preparation of draft decisions of the Commission, representatives of federal bodies of state power, bodies of state power of the constituent entities of the Russian Federation, other state bodies, as well as representatives of organizations of the military-industrial complex, the Russian Academy of Sciences and other organizations participating in the fulfillment of the state defense order ;

    g) monitor the implementation of decisions of the board of the Military-Industrial Commission of the Russian Federation.

    5. The Commission is formed by the Chairman of the Commission, Deputy Chairman of the Commission and members of the Commission.

    6. The Commission carries out its activities in accordance with the plan approved by the Chairman of the Commission.

    7. Meetings of the Commission are held at least once every six months. If necessary (for the prompt resolution of issues within the competence of the Commission), extraordinary meetings of the Commission may be held.

    The preparation and organization of the meetings of the Commission is carried out by the Deputy Chairman of the Commission.

    8. The meeting of the Commission is chaired by the Chairman of the Commission or, on his behalf, by the Deputy Chairman of the Commission.

    9. Members of the Commission participate in its meetings without the right to replace and have equal rights in making decisions.

    10. A meeting of the Commission shall be deemed competent if attended by at least half of the members of the Commission.

    The decisions of the Commission are adopted by a majority of votes of the members of the Commission present at the meeting. In case of equality of votes, the decision is considered adopted, for which the chairperson of the meeting of the Commission voted.

    The decisions of the Commission are drawn up in a protocol, which is signed by the chairperson of the meeting of the Commission.

    Sergei Kulikov, who previously held the post of industrial director of the Rostec State Corporation, became the first deputy chairman of the board of the Military-Industrial Commission. The corresponding order was signed by Prime Minister Dmitry Medvedev.

    The former top manager of Rostec will replace Ivan Kharchenko, who was invited to work by the now former Deputy Prime Minister Dmitry Rogozin. It is believed that the position that Sergei Kulikov will take is one of the key: the most complex and delicate aspects of its activities are under the control of the first deputy chairman of the board of the Military-Industrial Commission.     In his new position, Sergei Kulikov will be responsible for the execution of the state defense order. His focus will be on interaction with industrial enterprises, building effective cooperation and meeting the delivery time of the new military equipment to Army. Another task set for Sergei Kulikov is the implementation of the state armaments program.

    Sources in the industry rank Kulikov among the generation of "young technocrats" and note that in many ways it is he who is responsible for most of the revolutionary changes in Rostec, along with his permanent leader Sergei Chemezov. It was under the leadership of Kulikov that a new development strategy for the state corporation was created and approved, which implies an increase in civilian products in Rostec's revenue up to 50%. He also stood at the origins of the Yota telecommunications brand, which went from a startup to a leading Russian operator communication.

    Kulikov also oversaw the creation within the state corporation of a special investment company "RT-Business Development" with a total value of managed assets of over 40 billion rubles.

    Kulikov also began organizational reform at Rostec, as a result of which the number of management levels between the ordinary worker and the general director of the corporation was reduced.
