Its most capacious and exhaustive definition is contained in the federal law "On the Fund for Assistance to the Reform of the Housing and Communal Services" (FZ-185). He interprets a major overhaul as a set of works prescribed by law to eliminate faults in worn or worn-out structural elements of the common property of apartment buildings.

The methodological document developed for public utilities employees and management companies (MDK-2-04.2004) directly indicates the work that is carried out during major repairs at the expense of management companies. These are, first of all, works related to the restoration of the external elements of the facade, roofing, work to replace utilities (hot and cold water risers, sewerage, heat and gas supply), and electrical networks. It should be noted that this provision guarantees the tenant the replacement of all the above elements up to the first (shut-off) valve if the apartment is privately owned. The exception is heating and gas supply risers. Here the work is carried out in full. The law, as we found out, says that this is the work of the management company. But when you turn there, you can hear in response that your house is in the plan for major repairs somewhere in ...... eleventh place. It is still worth doing the work to replace the risers - this will insure you in the future, after you have finished everything, from unexpected emergencies in the renovated apartment. You should also obtain the consent of the neighbors living above and below your apartment, and perform all pipe joints with them: this is necessary so that not a single section of the old pipes is blocked and does not cause difficulties in eliminating leaks. Agree, it will be a shame because of the saved 30-40 cm of the pipe remaining in the ceiling, to get a leaky ceiling and exfoliated tiles.

The same fully applies to electrical work. Wiring must be changed not only in the apartment, but also in the entrance, up to the electrical switchboard. This is due to the fact that often in houses, even relatively recently built ones, wiring was used that was not designed for the increased loads in the apartment. You may have to replace the electric meter if the previous one is rated at 5-10A.

Capital repairs of the apartment: stages of work
