Recently, cases have become more frequent when unknown people walk around the apartments and, under various pretexts, ask to show SNILS - a green pension card. Why do they need it and what is SNILS in general,

What is SNILS?

In Russia, the basis of future pension is insurance premiums that employers pay for a citizen. From the moment a person is registered in the PFR system, a citizen receives an insurance number
individual personal account - SNILS. Tied to it is information about work experience, places of work, contributions, and retirement points earned.

Over time, the functions of SNILS have expanded significantly. Now it is also used by the Mandatory Health Insurance Fund, the Federal Register of Persons Eligible for Social Assistance from the State, when issuing a universal electronic card, device
child to kindergarten and school. With the help of SNILS, departments independently request each other
necessary information. In addition, without SNILS, you cannot access the portals of public services.

What scammers are interested in

Fraudsters can use someone else's SNILS, for example, to register on the portal of public services. They may try to transfer the funded part of someone else's pension from one fund to another. True, employees of PFR offices or centers of public services should establish the authenticity of the identity and signature of a citizen on his application. But it happens that the owner of savings himself, without looking, signs a transfer application, if
scammers give it in a heap of other papers.

Cases of visits to apartments by citizens campaigning to transfer funds to non-state pension funds were recorded in the Beskudnikovsky district and in Vostochny Degunin. By the way, we are talking about quite substantial amounts - there are savings that amount to hundreds of thousands of rubles.
At the same time, the pension savings themselves do not disappear anywhere, their safety is guaranteed by the state.

However, if you transfer funds from one fund to another more often than once every five years, you can lose investment income in recent years.

Who can you trust

It is possible and necessary to present SNILS to representatives of state bodies and other official institutions. If other people are interested in your SNILS, be careful.

Employees of the Pension Fund of the Russian Federation do not visit citizens at home, do not provide government services at home, do not request bank card details and personal data by phone. About the facts of treatment
probable criminals should be immediately reported to the police or the FIU.

On the streets of Moscow, people posing as employees of the Pension Fund are operating, who, under a plausible pretext, ask passers-by to show SNILS (insurance number of an individual personal account). A plausible excuse, for example, may be the need to draw up documents that are mandatory so that the percentage of contributions to the funded part of the pension does not decrease. Or the need to issue additional inserts to SNILS, without which it allegedly would not be valid. And in case of refusal, the so-called. representatives of the FIU turn to threats to take the disobedient citizens to the nearest police station.

Of course, representatives of the Pension Fund on the streets of Moscow do not require SNILS numbers from passers-by. Scammers are doing this. Why do they need this and what to do if you have already given them your individual personal account number? AiF.ru reports.

Why do scammers need SNILS?

Possessing your SNILS number, scammers can transfer money from the funded part of your pension from the Pension Fund of Russia to any non-state pension fund (NPF). You may not even know about it.

“This is done solely for the purpose of personal enrichment of persons who have decided to take advantage of the trust of the deceived: if money is transferred from a personal account, they will be entitled to receive a reward, the amount of which is about several thousand rubles. Using fake FIU IDs, fraudsters ask potential victims to fill out applications, citing numerous legal acts in force. And sometimes it is really easier for people to sign than to start delving into a series of provisions from laws, as a rule, not always understandable for persons without legal education, ”says lawyer of "Business Fairway" Kristina Mayorova... According to her, there were cases when fraudsters altogether referred to the population census, filling out applications for transferring funds to a non-state pension fund.

In turn, Professor of the Financial University under the Government of the Russian Federation Ivan Solovyov notes that for each person transferred to a non-state pension fund, intermediaries receive a fee of 3-5 thousand rubles: this is exactly the amount of their agency fee, which is paid only after transferring the funded part of the pension.

Do not worry that, having learned your SNILS number, scammers will be able to take a loan or microloan in your name. The data of the insurance number of an individual personal account is not enough to receive funds from a bank or MFO.

What if SNILS is already with scammers?

To restore the "status quo" or, more simply, to return to the NPF in which the funded pension was kept before the fraudsters intervened, you need to write an application to this fund with a request to transfer funds. “Next year, the corresponding transfer should be made, and together with the earned interest. In addition, you can send a written complaint to a non-state fund that has used the services of unscrupulous intermediaries and demand a justification for the transfer of funds. Of course, if a voluntary consent to this in the form of a corresponding statement was not previously signed by the citizen. But this should be done rather for complacency, since an intelligible answer with an apology is unlikely to follow, and the litigation in this case is not worth the nerves and efforts expended, ”warns Solovyov.

“If you provided the SNILS number, but the money from your account has not yet been transferred by fraudsters to the NPF, you need to apply with a written application to the NPF where your savings are stored, in which you must indicate that you have no consent to transfer your pension savings to a non-state pension fund. do not give and did not give, ”adds Mayorova.

On the streets of the capital, people began to appear who introduce themselves as employees of the Pension Fund and are trying to find out from passers-by. They can argue their request by the need to draw up documents that prevent the reduction of the amount of contributions to the funded part of the pension. Another possible argumentation option is the need to issue additional inserts to the SNILS number. Allegedly, SNILS will be invalid without these inserts. In case of refusal of citizens to provide information, “representatives of the FIU” may turn to threats to resort to the help of the police.

In fact, no employees of the Pension Fund go out into the streets of Moscow in order to get their SNILS numbers from passers-by. Only scammers can engage in such activities. For what purpose do they do this, and what should people do who have fallen for the bait of intruders?

Why would cybercriminals need SNILS?

Knowing the SNILS number, you can transfer the funded part of your pension from the state pension fund (PFR) to one of the non-state (NPF). And you may not know about it.

According to lawyer Kristina Mayorova from Business Fairway, this is done with the aim of personal enrichment for those who transfer funds to a specific pension fund. After the money is transferred to the NPF account, the person who made this transfer can count on an agency fee in the amount of several thousand rubles. Fraudsters often use fake FIU IDs to obtain data. By referring to various legal acts, they force a potential victim to fill out an application. It is often easier for people to sign the proposed papers than to try to delve into the numerous extracts from the laws that are obscure for the majority of the population. Sometimes fraudsters, when filling out applications for transferring citizens' money to NPFs, even referred to the population census.

According to Ivan Solovyov, a professor at the Financial University under the Government of the Russian Federation, intermediaries receive an agency fee of 3-5 thousand rubles for each citizen transferred by them to the NPF. This “fee” is paid after the funded part of the pension is transferred to the account of the pension fund.

But it's not worth worrying that attackers can use the SNILS number to issue a loan or microloan for you. SNILS number alone is not enough for obtaining a loan from an MFO or a bank.

What to do if scammers find out your SNILS?

To return the funded part of your pension to the pension fund in which it was previously stored (before the intervention of fraudsters), you should write a statement to this fund with a request to transfer the funds back. The corresponding transfer of money must be made next year, together with all the interest earned, - explains Ivan Solovyov.

You can also write a written claim to the NPF that used the services of the scammers with a requirement to justify the transfer of funds. It makes sense to file such a claim if you did not give the cybercriminals a voluntary consent to transfer money in the form of a signed statement with your own hand. However, such actions should be taken rather for complacency, since the chances of receiving an intelligible answer with an apology are slim. It makes no sense to start a lawsuit in such a situation, - sums up Soloviev.

Fraudsters, who had previously asked random passers-by for the SNILS number on the streets, started door-to-door rounds. As the editor of the Auto section on the website, Kirill Zaitsev, said, this afternoon people called at his door who introduced themselves as employees of the Pension Fund and asked to dictate the SNILS number. “I didn’t start talking, I closed the door,” said Kirill. And he did absolutely right.

Most often, scammers operate on the street. For example, near the railway station, citizens posing as police officers or employees of the Pension Fund of Russia, stop passers-by and demand to disclose personal information. There are other options - they try to find out the SNILS number by phone or during a personal conversation. In this case, scammers just come to your home. They introduce themselves as an employee of one of the non-state funds and ask to dictate the number of their personal account, citing various arguments: from an allegedly concluded agreement with them, to clarifications on the population census.

Do not remind, SNILS is what?

In Russia, the basis of future pensions is insurance premiums that employers pay for us. By default, the money goes to the state Pension Fund of Russia (PFR). But you can transfer them to some non-state fund (NPF) if, for example, you do not trust the government.

What can people do, knowing the SNILS number?

Knowing the SNILS number, you can transfer the funded part of your pension from the state pension fund to one of the non-state ones. The latter every year, as well as one-day firms, more and more, and they burst like bubbles. This means that getting your money from them will be even more difficult than from the state.

And what does it matter to them?

After transferring money to the NPF account, the agent who brought you to this fund can count on a monetary reward. According to unofficial data, we are talking about 2-3 thousand rubles. for one client.

Therefore, remember: it is possible and necessary to present SNILS only to representatives of state bodies and other official institutions. At the same time, you should be aware that employees of the Pension Fund of Russia never visit citizens at home and do not request personal data by phone.

Will I find out that my savings have been transferred somewhere?

No - until you find yourself on the website of the Pension Fund of Russia and make yourself an extract of information about the state of the individual personal account of the insured person.

Clause 2.4 of this statement indicates the organization that is your insurer. The date from which she is engaged in your affairs is also indicated there.

And then what to do?

If you find out that your pension savings were transferred to a non-state pension fund without your desire, then the first thing you need to do is contact the Russian Pension Fund at your place of residence. The organization's specialists should help you write a complaint statement.

You also need to write a statement with a claim to the non-state fund where your funds were transferred. The official representatives of the NPF are obliged to answer you and tell you on the basis of what your pension savings were transferred to them.

A complaint about the same non-state fund must be written to the Pension Fund of Russia through the online reception or by mail in a simple letter (119991, Moscow, Shabolovka st., 4, Department for work with citizens' appeals). You can also call the hotline at 8 (800) 775-54-45.

How to get money back to the FIU?

To transfer pension savings funds back, you need to write an application for early transfer from a non-state pension fund to the PFR no later than December 31 of the current year.

You also need to file a lawsuit against a non-state fund and require it to transfer the funded part of your future pension to the fund that previously managed your savings.

The problem is that, according to the law, starting from 2015, you can choose or change a non-state pension fund, return from a non-state pension fund to the Russian Pension Fund once every five years without losing investment income. If a person wants to do this earlier, then the nominal value of pension savings will be transferred to the “new” fund, but the investment income will remain with the previous insurer.

The swindlers, extracting information from the citizens regarding the SNILS number, met us at the metro, walked around the apartments, and at the moment they have come up with a new method - they are collecting signatures under a petition to cancel the new pension system. It is quite possible that tomorrow they will come up with something new. Everything is clear with scammers.

But there are other situations: a person comes to a HOA meeting, they ask him to sign some kind of document and indicate the SNILS number. This is somewhat strange, but everyone is hiding behind legislation.

When SNILS asks the house management

So, non-payment of utilities ceases to be a problem in the relationship between the Criminal Code and the owner of the apartment, but becomes a violation of the obligation, which is automatically recorded in the state system.

When SNILS want to know the "employees" of the FIU

Almost everyone knows about such a fraudulent scheme. The FIU has issued SNILS, and it knows the number that belongs to each individual. That is, he does not need him. Any person who introduced himself as an employee of the FIU or another organization interested in SNILS is a fraudster. But why does he need this number?

There is NPF, which stands for non-state pension fund. For example, VTB PF or NPF Lukoil-Garant. These are real organizations offering the citizens of the Russian Federation a healthy alternative to the current Pension Fund.

And there are also non-state pension funds, the purpose of which is to extract funds from gullible citizens. They are usually registered as a dummy, and they do not carry out a completely legal activity.

To transfer pension savings, you must sign the relevant documents and indicate SNILS. This is the "scam": scammers find out the number, falsify the documentation, and withdraw the savings to their account, and from it into their own pocket. Then the scammers evaporate, and the head of the NPF - a figurehead - pays off.

Registration on the website of public services

Many people who registered in the system wondered - why introduce SNILS? We will present our version of this action, this is a theory, but it also has the right to life.

So, when you register on the website of public services, you must check the box that you agree with the user agreement. If you carefully study the user agreement, then you can find a line in it that a person, by checking the box, agrees to transfer data to third-party government organizations.

And what's so terrible about that? If in general, then nothing. However, there is such a moment: SNILS does not change during a person's life. It is issued once and for all. When changing the passport, the number changes, you can change the last name or the full name, but SNILS will remain the same.

So, SNILS, compared with other data of a citizen, for example, the right to drive a vehicle, vehicle title, personal account of an apartment, etc., becomes a convenient identifier for quickly calculating penalties and tax charges.
