The reasons for the refusal of young people to look for a place of employment in the village are quite obvious: low living standards, low salaries, lack of comfortable housing. One of the most popular programs at the federal level, which is aimed at returning young people to the village, is the social project "Young Specialist in the Village".

The program for rural specialists provides two main directions state support for qualified young workers:

• firstly, provision of temporary housing for young specialists in the countryside;
• secondly, providing them with a "lifting" subsidy to improve living conditions.

The Young Rural Specialist program is designed for teachers, doctors, and other specialists, mainly of a social profile. In order to receive support from the state, an employee must move to a village, find a permanent job there and find a job.
