Corruption, according to experts, is one of the main threats to the state and society. It is also the cause of poverty in many countries. Where its level is high, the economy is weak, social contradictions are aggravated and an unacceptably dangerous stratification of society is observed, the difference between the level of income of the poor and an insignificant part of the rich is great. Corruption is a serious obstacle to the development of the state, as it is a fertile ground for all, without exception, dangerous for the state, political, economic and social diseases. It is difficult today to assess the exact level of corruption in the country. But according to some signs, including the data of the competent authorities, with a high degree of probability, one can assume that corruption has reached a level that directly threatens the security of our state.

Most of all, Khadzhimba and his associates spoke about the need to fight corruption. It is already obvious that this topic was exploited by them to achieve political goals and come to power. Despite the fact that some structures for combating and preventing corruption have been created (the Office of the Prosecutor General's Office, the Treasury, an emasculated law "On Countering Corruption" was adopted), the result is zero. In short, the appearance of a fight against this problem has been created. The activities of the authorities are formal. It is the representatives of the authorities who often patronize, organize and participate in corruption crimes. Occasionally, sharp materials that appear, testifying to the involvement of high-ranking officials in corruption-related crimes, are blocked by the authorities, and law enforcement agencies are not allowed to properly respond to them. In reality, everything goes down "on the brakes", heavenly conditions have been created for large corrupt officials and embezzlers in Abkhazia. Today, senior officials and their entourage, close relatives live in another dimension, and the people are left to fend for themselves. Nobody hears the groans of the people and the ruined small and medium-sized businesses.

Even "yesterday" it was necessary to develop and adopt a package of anti-corruption laws that could cover the largest number of possible sources and illegal income of government officials. But apparently, as the President put it in his Address to the People's Assembly regarding the bill "On Combating Organized Crime", these laws "got lost somewhere in the corridors of power" and they have not been found for four years already.

To organize effective prevention and combating corruption, a group of deputies, in the manner of a legislative initiative on April 17, 2018, submitted five bills to the People's Assembly - the Parliament of the Republic of Abkhazia: "On ensuring access to meetings of public bodies", "On declaring income, expenses, property and obligations property by public servants and deputies "," On the procedure for transport services to public servants and deputies "," On amendments to some legislative acts of the Republic of Abkhazia on anti-corruption and openness of public bodies "," On public procurement. " If these bills are adopted, they will seriously ensure control over the activities of the authorities and officials, radically facilitate the work of law enforcement agencies to prevent and combat corruption. We hope that the public and citizens will support these documents.

The bill "On declaring income, expenses, property and property obligations by public servants and deputies" establishes the procedure for public servants (government officials) and deputies to submit information about their income, property and property obligations, including their family members. Providing such information disciplines officials and should be an effective measure to prevent corrupt behavior. The full anti-corruption potential of this measure can be revealed when establishing control over the sources of funds for which property is acquired (control over expenses).

The bill proposes to introduce control over the expenses of these persons. Information about the income of public servants (government officials) will be posted on the official websites of government agencies. The draft law assumes that if, in the course of control over expenses, facts are revealed that the expenses of the specified person and his family members do not correspond to their income, the competent authorities apply to the court with an application for the transfer of real estate objects, vehicles, securities, shares to the state income, in respect of which information has not been provided confirming their acquisition for legitimate income.

The bills we have proposed provide for more effective access of citizens and entrepreneurs to information from public bodies, oblige public bodies to follow the rules of openness of information. A new term “conflict of interest” is introduced into the legislation, in line with the UN Convention against Corruption.

The restrictions and obligations imposed on public officials are established and expanded. The draft laws "On the declaration of income, expenses, property and property obligations by public servants and deputies" and "On amendments to some legislative acts of the Republic of Abkhazia on anti-corruption and openness issues determine that public servants are subject to dismissal (dismissal) due to with a loss of confidence in the event of: a) failure by a person to take measures to prevent or resolve a conflict of interest to which he is a party; b) failure by a person to provide information about both his income, expenses, property and property obligations, and his family members, or submission of false and incomplete information. Other anti-corruption restrictions are introduced.

It also provides for criminal liability in the form of imprisonment for a period of up to two years for failure to submit, without a valid reason, a declaration of income and expenses, property and liabilities of a property nature, or the presentation in it of knowingly false or incomplete information by persons obliged to submit a declaration.

It is proposed to introduce an article “Illegal enrichment” into the RA Criminal Code. Illegal enrichment, that is, a significant increase in the income of an official, a deputy of a local self-government body, exceeding legal income that he cannot reasonably justify, is punishable by imprisonment for a term of two to five years with the deprivation of the right to hold certain positions or engage in certain activities for a term up to two years.

The same act committed by a person holding a public office of the Republic of Abkhazia, a deputy of the People's Assembly - the Parliament of the Republic of Abkhazia, as well as by the head of a local government body, is punishable by imprisonment for a term of five to eight years with the deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years.

Perhaps these measures may seem overly harsh. We are deeply convinced that the problem cannot be solved without such radical, tough steps. The authorities must demonstrate to the people their readiness for self-purification, because, first and foremost, these measures will affect the state apparatus.

Any people who have gone through difficult trials tend to dream of the future with hope and belief that they, the people, led by their leaders, will live in a state where people are caring and attentive to each other. Where life is arranged, if possible, fairly, in accordance with the norms of goodness, morality and law.

In a country that has gone through a devastating war with an unequal enemy, exhausted, wounded, there have always been problems. But in the old days, with all, without exception, leaders, there was hope and belief that, although with difficulty, we were going in the right direction.

In accordance with the constitution, foreign and domestic policy is determined by the President. He is responsible for everything that happens in the country, especially such as Abkhazia, from the capital of which you can get to any settlement within one hour, and personally make sure of the presence (or solution) of the problem. If the country is developing dynamically, then this is largely the leader's merit, if the country has more problems, and these are already failures of the leader.

The opposition considered and considers the identification of shortcomings in the work of the authorities, in fair and well-reasoned criticism, the main and fundamental task for itself. In informing citizens about the processes taking place in the country, about their causes, consequences and threats to which they can lead. In responding to the lawlessness that the authorities allow. We, unlike those who want to be in an alternative, tacitly conniving at the ongoing outrage, in the hope that their chance will drop out and they will get to power, have never been silent, we did, we do everything so that the people know the truth. At the same time, we have our own point of view on how to solve the problems facing society and the state, without resorting to lies and populism. Despite the difficulties associated with our activities, despite the problems that they create for us, despite attempts to discredit, mass dismissals from work, intimidation, the use of violence, detention on a complaint, as it was in 2016 against me, all these 4 years are members The bloc of opposition forces, in the vanguard of which the political party "Amtsakhara", has not left its just path.

It is very important for the citizens of the country to know the truth. The truth about why there are so many problems in the country. The truth about what the authorities are doing to solve them. In this regard, let us turn to some documents that clearly demonstrate the quality of the work of the Chief Executive.

In his Address to the People's Assembly in 2015, the President said that the country was in a difficult situation, and what reasons led to this state of affairs. He noted that:

These are the consequences of the ineffective socio-economic policy of recent years. (Probably meant the times of Bagapsh and Ankvab). We never got rid of the primitive structure of the economy, did not reduce the level of external financial dependence, did not create points of economic growth, ”he said. Also, the Head of State said that the country has systemic problems associated with low efficiency of public administration and corruption.

The head of state demanded that his subordinates mobilize on the basis of a creative agenda. To survive, Abkhazia must develop intensively. With development in mind:
- attraction of investments. The economy suffers from a chronic lack of investment, which is hampered by an unfavorable business climate. Measures to ensure the protection of investors' rights are insufficient.

This is due to the high level of corruption. The work of the law enforcement system to combat corruption is insufficient; they must fight corruption in their ranks as well. It's time to stop fraud and show citizens the real results of their work in the fight against corruption. Corruption is one of the manifestations and at the same time the reasons for ineffective state administration, - said the President.

It is extremely important to work on improving the legal regulation of the internal affairs bodies. I consider it necessary to adopt a law on combating organized crime, which would also provide for work to prevent the spread of criminal ideology and values. It is no secret that some of our youth are still in captivity of the false romance of criminal life, trying to live not according to laws, but according to concepts. We must overcome this trend.

The President noted that there have been cases when the criminal world openly challenges the law enforcement system, our state. “Our answer will be tough and principled. Law and order in Abkhazia are above all, ”he said.

For the first time, we have adopted a law providing for the declaration of income, property and property obligations of judges. I consider it imperative to extend similar norms to officials of executive authorities.

In January 2015, the Constitutional Reform Commission was established. Constitutional changes should be carried out in three stages:

Reform of the electoral system

-Changing the balance of the legislative and executive branches of government

The President said that the course of state economic policy pursued today is aimed at creating an effective, self-sufficient economy. The government, together with the Center for Contemporary Art, was tasked with developing a strategy for the socio-economic development of the Republic of Abkhazia until 2025. Following it, sectoral programs will be developed and implemented. By my order, a working group was created to optimize taxes, fees and other mandatory payments. Our main goal is to reduce the number of taxes to 10-12, to make the process of paying them simple.

In order to concentrate financial resources and optimize staffing tables, I am instructing to reduce the number of existing off-budget funds and introduce a single social tax instead of six different payments.

The situation with the only backbone bank - Sberbank of Abkhazia, which suffered a loss of 400 million rubles over the previous five years is indicative. In 2015, Sberbank of Abkhazia entered the profit zone for the first time. And this was presented to them as a victory.

Most importantly, we have started the most important decisions - Constitutional, budgetary, financial, tax, structural reforms in the economy. In 2016, the reform will gain new momentum. We promised it and we will definitely do it. Today the foundations of the economy and the future of our country are being laid.

Now I ask you to pay attention to the excerpts from the President's Address to the People's Assembly on the country's development plans for 2018 after three years have passed since the previous Address.

“I believe that we need to remember the past less and talk about the mistakes made earlier,” the Head of State said. Yes, there were these mistakes, but it is better to look to the future, making sure that everyone has a keen sense of responsibility to the country.

An agreement was ratified on the information and coordination center of the internal affairs bodies of the two states - an important tool in the fight against crime.

Taking this opportunity, I would like to inform our citizens about the first special operation carried out by this center. The head of the Center and its former head, being tipsy, started a street fight, thereby raising the authority of people in uniform to unprecedented heights. Is it for these purposes that 80 million rubles of national money have been allocated for the maintenance of the Center?

Abkhazia needs constant economic growth. Only the development of our own economy will allow us to stand firmly on our feet, fill the sovereignty and independence of our state with real content.

We constantly talked about the need to move from a policy of absorbing funds to a policy of development. Much has been done in this direction in recent years. However, are we happy with the results? Of course not.

The economic problems of Abkhazia, accumulated over many years, have not disappeared anywhere. But we speak frankly about them and try to solve them systematically.

Economic development is severely hampered by ineffective government administration, a significant share of the “shadow sector” in the economy, limited availability of credit resources, weak protection of private property, security problems, insufficient efficiency of the judicial system, and fragility of the “rules of the game” for entrepreneurs and investors. The situation is aggravated by socio-psychological and other factors, such as dependency, corruption, irresponsibility and mismanagement.

As a result, there is currently a shortage of investment resources, professional staff, insufficient development of competition, flaws in the business climate.

However, despite all the difficulties, we have no unfulfilled obligations for the payment of wages and social benefits. Funding for other significant budgetary expenditures was carried out rhythmically and systematically, taking into account priority areas.

The government needs to develop a set of concrete actions, verified targeted measures to support efficient, competitive sectors of the economy.

We already have a conceptual basis. This is the approved "Strategy for the socio-economic development of the Republic of Abkhazia until 2025". But its implementation requires medium-term and sectoral programs aimed at achieving the required result. The main role in resolving these issues is assigned to the line ministries, which at the moment have not yet ensured the fulfillment of the task I have set.

In this regard, I instruct the Cabinet of Ministers to organize the development of the required program documents and submit them for consideration in 2018.

In February of this year, the program "25 steps to develop the economy of the Republic of Abkhazia until 2025" was presented. This program complements and develops existing strategic plans.

We will continue activities aimed at improving the quality of tax and customs administration. Tax reforms are needed adapted to the local business environment. The issue of abolishing or modernizing “ineffective” taxes, reducing their number, and introducing a simplified taxation regime remains topical. I instruct the Government to complete work on the conceptual framework for reforming the tax system and submit its proposals in 2018.

I want to emphasize again: the number of inspections of entrepreneurs should be reduced, but at the same time their effectiveness should be increased. There should be no unnecessary, artificial, corruption-related checks.

The most important thing is to move towards improving the quality of the provision of public services, in particular, on the basis of the “one window” principle, to reduce administrative pressure on business, and to seek to create a favorable institutional environment for the development of entrepreneurship.

Investors are in no hurry to visit us. And we know perfectly well why. We still have insufficient guarantees of property rights, the crime situation is not the best, there are no investment insurance mechanisms, and legal institutions are underdeveloped. These causes should be eliminated without delay. Time is against us.

I instruct the Government to take special control over the state of affairs in the tourism industry, to think over a set of effective and, most importantly, implemented measures to improve its efficiency.

In November 2017, the Bank of Abkhazia took decisive measures to get the backbone state bank - Sberbank of Abkhazia - out of the plight, in which it found itself as a result of many years of ineffective management. All the past years, Sberbank had no profit, and the volume of accumulated losses amounted to more than half a billion rubles. In order to ensure the financial stability of the credit institution, protect the savings of depositors, and increase confidence in the bank, the management of Sberbank was removed from work and a temporary administration was introduced. The Bank of Abkhazia has developed a set of measures to improve the situation in Sberbank, which makes it possible to hope for the bank's withdrawal to the profit zone as early as 2018. The first positive changes are already visible today. In addition, the Bank of Abkhazia has proposed a set of new banking products for Sberbank's clients.

Comparing the two mutually exclusive speeches of the President, it is difficult to understand what the real state of Sberbank of Abkhazia is.

In order to increase the efficiency of the system of social and pension security, I propose to consider the possibility of combining existing off-budget social funds into a Single Fund. How many years can you invite your subordinates to perform the same action? When will these proposals translate into concrete results?

In the coming year, I consider it necessary to continue the constitutional reform begun earlier. The main efforts will be focused on reforming chapters 3 and 4 of the Constitution, namely, on changing the balance of powers between the legislative and executive branches of government.

It is obvious that these constitutional changes cannot be carried out without effective reform of the electoral system.

The topic of reforming and modernizing public administration sounds more relevant than ever, since the implementation of effective public policy and the development of the state is largely predetermined by the quality of organization and work of the system of public authorities.

I would like to note once again that if we do not envisage two main elements in reforming the civil service system - competitive selection for public positions and declaring the income of civil servants - we will not achieve success. So we will toil with "poor officials" who have too many "rich relatives".

It should be recognized that the structure of the internal affairs bodies, which, with the exception of minor adjustments, has not changed in all the post-war years, and the legislation regulating the activities of the police does not meet the existing challenges and realities. The law enforcement governance system is cumbersome and ineffective.

The existing staffing table of the Ministry of Internal Affairs is inflated, it is ineffective, therefore I instruct the Ministry of Internal Affairs to submit proposals for its optimization, I emphasize, significant optimization. We will use the funds released as a result of optimization for additional financing of the main activities of the internal affairs bodies. How does the significant optimization of the internal affairs bodies fit in with the creation of a new special unit?

In my previous Address to the People's Assembly, I spoke about the need for a systematic approach to combating organized crime, and the development of appropriate legislation. Let's be honest, this order was not fulfilled, the draft law on combating organized crime was “lost” in the labyrinth of interagency agreements. Finally, today we have this document, and I hope for the support of the People's Assembly. I want to ask where is this bill? Who was it sent to?

Words, words, words, instructions, directions, an endless set of words. Where are the concrete results? Where are the reforms, the vital necessity of which the Head of State spoke about? Where are you leading the country? What goals do you want to achieve? What are the target indicators of social and economic development of the Republic of Abkhazia that were achieved in 2015, 2016, 2017? Why the number of employed in the sectors of the economy, compared to 2013, 41 460 people in 2016 decreased to 41 408 people.

The average salary in 2013 was 9,579 rubles, and in 2016 - 10,145 rubles. The living wage in 2016 across the country is 6,286 rubles, and the average salary in Tkuarchal is 6,727 rubles.
The number of profitable enterprises in the country was 783 in 2013 and 672 in 2016.

There is none of them! And so there are no results! Everything goes by itself. The authorities are engaged in the redistribution, at their discretion, of the meager taxes collected in the country and financial assistance from the Russian Federation. All work comes down to this.

In the period from 2014 to the present, the planned state budget, including the planned figures for its own, revenue side of the budget, has never been fulfilled. Taking into account inflation, the introduction of new taxes and duties, and other factors, including the purchasing power of the ruble, in this regard, the state was unable to reach the 2013 level. If in 2013, in fact, the own part of the state budget amounted to about three billion rubles, or $ 100 million, then in 2017, about 4 billion 850 million, which is less than $ 80 million at today's exchange rate. At the same time, the authorities allow themselves actions that are incomprehensible and inexplicable from the point of view of laws.

In the conclusion of the Control Chamber it is written that in the budget of 2017 it was planned to receive customs duties from the export of ferrous scrap in the amount of 9 million. 200 thousand, the actual receipt amounted to 2.5 million rubles, almost 7 million less. This is explained by the decision of the Cabinet of Ministers, which contradicts the law to reduce the customs duty by 4 times from $ 20 to $ 5 per ton. If this measure is aimed at supporting exporters, then it is not clear why the same Cabinet of Ministers made a decision to introduce an export duty on hazelnuts.

A decision that brought down the price of a nut and brought more than 5 thousand families of Abkhazia to the brink of ruin. Where is the logic, unity of approach and justice? Why does the president admit and support these egregious facts?

The Law "On the Fundamentals of the Budgetary Structure and Budgetary Process of the RA" limits the upper limit of the President's Reserve Fund. All these years, for various, sometimes far-fetched reasons, the Fund has spent hundreds of millions of rubles more, and part of these expenses, which also amount to hundreds of millions, are spent illegally.

How do they do it. At the end of each year, when it becomes obvious that the president has exceeded the limit, he initiates, through parliament, amendments to the law, namely, the article that sets the upper limit is suspended.

The last time they used this technique was on December 21, 2017, by suspending the law for 9 days, under the pretext of the need to eliminate the aftermath of an ammunition explosion in Primorskoe.

There was an explosion in 2017, but what exploded in 2016, in 2015? I can agree that in 2014 there was a detonation, a deliberate detonation. In May 2014, the current president and his associates undermined the foundations of our statehood, and as long as they are in power, the country and people will feel the consequences of this criminal act in everything.

Just think about it. The head of state and part of his entourage, when they need it, can suspend the operation of the law for several days from year to year, or lower export duties, while causing colossal damage to the budget and, as a result, to the citizens of the country.

I would not be surprised if in the near future the authorities try to suspend the actions of certain articles of the Criminal Code (thefts, robberies) for the part of the criminal environment supporting this power.

The head of state, who promised to turn the country into a territory of law, who spoke with fervor about justice and equality, about a merciless fight against corruption (theft and crime), is behind such actions.

Dear friends, I speak about this with regret and pain, realizing that I am making myself numerous ill-wishers and enemies. I am ready to answer before people, judgment and God for everything that I have said.

I consider it necessary to organize live debates between the Head of State and opposition leader Bzhania in order to clarify many issues of state building, objectively inform the public. I am ready for this and I urge the President to follow my example.

The recent economic forum in Sukhum has finally convinced many that the head of state does not and will not have a program for the country's development. This means, in plain language, that we are sailing on the sea without a rudder and no route. This movement is fraught with disaster.

The actions of the authorities bring the country to a dangerous line, beyond which there is chaos, lawlessness and social hell. There are all the signs of a revolutionary situation. The upper circles are not in a position to govern, the masses of the people do not want to live like this. This situation can be used by irresponsible pseudo-politicians infected by the example of May 2014.

In order to prevent the development of events in this vein, the Head of State must make the only correct decision - voluntarily and early to resign! This step to move the people and the state away from the brink of the abyss will enable the Head of State to enter history in a different light, and will nullify the consequences of the dangerous precedent he created in 2014.

If such a decision is not made, the responsible political forces will be forced to start preparing a set of measures to hold legal protest actions throughout the country, excluding all violence.

Bzhania considers it expedient to resume the through railway communication through the territory of Abkhazia - to Georgia, Armenia and Iran, linking with this project the receipt of additional transit payments to the budget, the ability to use the international transport corridor, the creation of new jobs for servicing the railway, state recognition by all countries - transit participants, strengthening arguments and negotiating positions in relations with transit consumers on various issues, including geopolitical.

Bzhania supports the conduct of exploration and survey work by Rosneft in Abkhazia, as well as projects of the RusHydro company in the republic.

In case of success in the elections, Bzhania, on behalf of the state, planned to officially recognize the annexation of Crimea to the Russian Federation. Bzhania promised the post of Prime Minister of Abkhazia to the chairman of the State Customs Committee of the Republic of Abkhazia, Said Nikolaevich Tarkil. Bzhania intended to form the government on a coalition basis, from representatives of different parties and social movements.

At present, he is holding a leading position in the Accounts Chamber of the Russian Federation.
