The Otdelstroy company has been on the market since 1994, at first it was engaged in contract work. In 2003, the first independent facility was commissioned in Pushkin. During all this time, a lot of housing was built - a total of more than 1 million square meters, several dozen houses were commissioned.

The deadlines for the delivery of buildings for more than 20 years of work experience were not violated, sometimes they even rented out housing ahead of schedule. As for the quality of construction, the reviews on the forums are different, but still more negative responses are caused by the imposition by the developer of his management company and the level of its work, and not specifically the quality of construction of houses.

Since Otdelstroy has been dealing with only one residential complex for the past 10 years - New Okkervil, it is natural that the developer's website and the project's website are located on the same resource.

The site is pleasing to the eye and easy to navigate, and the information about the project is presented quite fully. Almost everything that a potential buyer might be interested in is present, with the exception of apartment prices and webcams.





The project has been in implementation for 8 years, and a lot of discussions have already accumulated on various forums and in social networks. The main platform where residents communicate is the Vkontakte group, on the wall of which many interesting details about life in New Okkervil appear every day. For example, I found out that the nearest police station is in Yanino, and the ambulance sometimes does not arrive due to traffic jams.

There is a lot of information, and it is not so easy to navigate in it, it can take a lot of time to study all the accumulated data, and the absence of the main reference point on the site - apartment prices - is also frustrating.

Office visit

On the Otdelstroy website, a window constantly pops up with the offer “we will call you back”, and I decided to use it for the first contact with the sales department. They called back, really, quickly, but the answering machine started talking to me. The only desire was at the same time - to hang up, but I still waited for the manager's answer.

I learned that the main office of the company is open only on weekdays from 9 am to 6 pm - it is difficult to think of opening hours that are less convenient for customers. The office is also located very inconveniently - on Svetlanovsky Prospekt, a 25-minute walk from the Grazhdansky Prospekt metro station, in other words, on the outskirts of the city and far from the metro. It turned out that before the visit you need to make an appointment.

However, I cannot say that my arrival at the appointed hour made someone very happy. The girl, who turned out to be my manager, was constantly distracted by telephone conversations, and shared information about the new building rather sparingly.

Service - 5 out of 10 points

Neither the location of the office, nor its opening hours, nor the attitude towards the client can be called pleasant. I'm on maternity leave now, but if I were an office worker, I would definitely have to take time off from work in order to have time to talk with the manager. It’s a pity that the office doesn’t work even for half a day on weekends.

How is it built?

The houses are provided with horizontal heating distribution (pipes are hidden in the floor screed), Mitsubishi elevators, a concierge at each entrance, closed courtyards.

The first stage of the New Okkervil residential complex, which was commissioned in 2010, was built using a combined monolithic-panel technology with plastered facades, all subsequent stages are being built using brick-monolithic technology with brick facades.

The developer's website has several articles explaining the difference between this technology and other options for combinations of brick and concrete, as well as from an all-brick construction technology. Taking into account that the main competitor of the New Okkervil residential complex is the Capital residential complex under construction nearby, this is really interesting.

The main disadvantage of brick construction, according to the article, is the prolonged shrinkage of the house due to the fact that a completely brick wall without the use of insulation is very thick and heavy. The "Construction Trust" has been building its houses for a long time, for about a year the outwardly completely finished house is still standing, at this time internal work is being carried out in it. Nevertheless, from the group of the residential complex "Capital" I learned that some of the tenants nevertheless encountered cracks in the walls, and someone even managed to achieve their elimination at the expense of the developer.

Alternatively, in the New Okkervil residential complex, the walls are made of a combination of aerated concrete (350 mm) and brick (250 mm), they are lighter and, according to the developer's assurances, practically do not shrink. Whether this is so, I also decided to find out from the equity holders.

It turned out that this is not without criticism, but the scale of disasters, judging by the responses in social networks, is much less than in the residential complex "Capital".

Finishing

There are also claims to finishing. But buyers are provided with many options for completing apartments for every taste, which, of course, is very convenient:

1. Without finishing (screed, walls made of foam blocks, sockets, switches, radiators, counters, heated towel rails, risers with plugs, glazing)

2. Pre-finishing (plastering of walls and slopes is added, installation of window sills) - 2500 rubles per sq. meter.

3. Basic (a turnkey bathroom finish is added - tiles on the floor and walls, suspended ceilings, a steel bathtub with a tile screen, a sink with a cabinet, a toilet bowl, built-in ceiling lamps) - 5,000 rubles per sq. meter.

4. Full (laminate is added in the kitchen, rooms and corridor, wallpaper on the walls, interior doors) - 10,000 rubles sq. meter.

5. Furnished by Planium - the interior can be arranged according to the company's catalog or you can use ready-made interior solutions for apartments in New Okkervil.

How to buy?

An apartment can be bought with 100% payment, by installments or a mortgage. Sales are carried out in accordance with 214-FZ through the conclusion of an equity participation agreement. The reservation is placed for 2 weeks on a deposit of 50 thousand rubles, which will be returned after signing the DDU. Payment of the first installment is made on the day of signing the DDU for the letter of credit, it is opened for the developer after the registration of the contract with the FRS. The scheme is reliable for the client, but it would be much more convenient if at least a few days were given to pay the first installment.

With a first installment of 50% or more, an interest-free installment plan is provided, i.e. the price of the apartment will remain the same as with 100% payment. The installment plan is provided until the end of construction, and when buying an apartment in the fifth stage, you can extend the installment plan for another year (in total, the installment plan is 3 years), however, it will be possible to enter the apartment only after the debt has been fully repaid. If the first installment is less than 50% (but from 30% or more), you will have to pay for the installment plan, the price will be 9% higher.

In a mortgage, you can buy an apartment in any queue, but the list of banks will be different. The most numerous proposal for the 4th start-up of the 3rd stage of "House at Kashtanovaya Alley".

The lowest percentage is offered by Khanty-Mansiysk Bank and Otkritie Bank - from 11.05 to 11.4%. Rosselkhozbank lends at 11.3%, Sberbank has 11.4%, Absolutbank and Gazprombank (11.5-12%) offer 11.5%, Svyazbank's rate is 11.9-12%, 12% are offered by VTB24, Bank of Moscow, Bank Saint Petersburg », Transcapital, Raiffeisenbank. It can be seen that in the 5th stage the prices are the same as in the 4th, although it will be commissioned a year later. Managers explain this by the fact that this house is positioned as "comfort +", there are no studios, and the house itself is located in the center of the quarter next to the school and kindergarten.

Apartments with windows to the west have the best view characteristics due to the large free space where the school and kindergarten are located. However, the eastern sections of the 3rd stage are not in the worst position, therefore, in my opinion, the prices for apartments in the House at Ryabinovaya Alley are too high, because the construction of the houses and all the internal filling are exactly the same, there is not even an advantage in the number of apartments per floor.

The only direct competitor of the New Okkervil residential complex is the Capital residential complex, which is being built by the Construction Trust in the same neighborhood. Prices for apartments are offered there below: in a building with a deadline for completion at the end of 2016, a square meter of one-room apartments costs, on average, 84 thousand rubles, two-room apartments - 81 thousand, three-room apartments - 80 thousand rubles.

However, in the residential complex "New Okkervil" there are apartments for sale with a smaller footage, including studios, so that, despite the higher cost per square meter, in some cases it is possible to keep within the lower total amount.

Prices - 6 out of 10 points

When comparing prices, one should also bear in mind that in the residential complex "New Okkervil" prices are given without finishing, and in the residential complex "Capital" the price includes preliminary finishing of the premises, for which "Otdelstroy" takes an additional 2,500 rubles per square meter.

Housing geometry

It's difficult to find fault with the layouts - they are all successful, at least I was not able to find any obvious flaws. The hallways and bathrooms are carefully thought out; some of the apartments have storage rooms.

Interesting decisions are made even in those places where the house makes a turn, and where designers usually make triangular rooms. Instead, one corner of the kitchen has been cut off a little and pentagonal bathrooms have been made, they are quite comfortable in appearance, perhaps a little too large.






In the 4th queue, I did not notice the euro options, the rooms there are more rectangular, but in the 3rd queue there are plenty of euro-layouts, and the rooms, most often, are close to a square. High ceilings - 2.75 meters.

The apartment complex is quite harmonious - studios and three-room apartments each account for about one-tenth of the apartments, 45% one-room apartments, 35% two-room apartments.

Layouts - 10 out of 10 points

The number of apartments per floor is small by modern standards - from 4 to 8 apartments. By the way, the interior curtain walls in the New Okkervil residential complex are made of aerated concrete, which leaves plenty of room for redevelopment.

Social and cultural life

The entire infrastructure in the New Okkervil quarter was built by Otdelstroy and Construction Trust jointly. A sports center with an ice arena and a swimming pool, a private kindergarten "Limpik" with an interactive museum and a swimming pool are already operating.

The school will open its doors in September 2016. It is a matter of special pride for developers, since it was built according to the latest technology and contains a swimming pool, two sports halls, a large assembly hall, 64 classrooms, and two stadiums. The school will be ready to accept 1,600 students, and a municipal kindergarten for 165 pupils will also be located in its building.

On the ground floors of the New Okkervil residential complex, there are many trade and service enterprises: supermarkets, pharmacies, a children's store, Sberbank, a bakery, a restaurant, a shop of the Ruchyi state farm, a driving school, medical centers and much more.

On the ground floor of one of the houses there is an outpatient clinic, where, in addition to a pediatrician and a therapist, some specialist doctors conduct appointments. The rest of the specialist doctors will have to go to the Vsevolozhsk Central Regional Hospital. In February, they are going to open a post office (at the moment the nearest post office is located in Yanino). The Lenta hypermarket is expected to open soon (it has already been built). Across the road is the New Okkervil Park with its own beach and bike paths, trees have already grown there, a children's playground has been set up.

Among the disadvantages of the infrastructure: there is no police station in Kudrovo, an ambulance, as they wrote on the forums, does not always arrive due to traffic jams. The entrance to the front doors is also very difficult, because of the narrow passages crowded with parked cars, it is practically impossible to get into the courtyard. More than once there have been cases when, for this reason, the ambulance did not arrive, and the larger fire fighting equipment simply has no chance.

It should be noted that the paid guarded parking lot, which operates on the territory of "New Okkervil", is not even half full (although the rental price is 4 thousand rubles a month). Underground parking is far from being so accessible and cost almost as much as half an apartment.

Infrastructure - 9 out of 10 points

All this, of course, is a lot embarrassing. Nevertheless, in comparison with other residential areas on the outskirts of the city, the situation with the infrastructure in this part of Kudrovo can be assessed as quite favorable.

Paths-roads

I wrote about the transport situation in this part of Kudrovo in detail in an article about the residential complex "Capital". Everything said there is fully relevant for the New Okkervil residential complex.

In short, there are certainly problems with traffic jams, but the situation is saved by the presence of an additional exit to the ring road through Zanevka.

The metro is located, although not in the immediate vicinity, but still within walking distance - in 25 minutes you can walk at a brisk pace. But getting to the metro by public transport is not so easy: minibuses rarely stop at New Okkervil. To the tram stop you will have to walk almost half the distance to the metro, and then wait for the tram.

Transport accessibility - 8 out of 10 points

In general, although the metro is far away, it is still possible to reach it. The ring road is nearby, which is also important. In general, for both pedestrians and motorists, the situation can be described as slightly above average.

conclusions

The undoubted strength of the New Okkervil residential complex is its approach to providing housing with infrastructure. By now, almost everything necessary for a comfortable life has been created inside the quarter; a beautiful park is laid out across the road. Excellent layouts, attractive purchase conditions, a choice of finishing options are also the advantages of this project.

The existing questions about the quality of construction are somewhat embarrassing; also, one cannot fail to note the transport problems in this location and some inconveniences associated with the regional registration. Still, the metro can be reached on foot, and the Nevsky district of St. Petersburg is literally a stone's throw away. By the sum of the factors, RC “New Okkervil” gets “8” points.
