Teachers, regardless of their field of activity, belong to the category of “May state employees,” that is, their salaries are regulated and controlled at the government level. This is due to the catastrophically low incomes of teachers, especially young professionals, the outflow of professional workers from the industry, and the decline in the prestige of the profession itself.

The order to systematically increase the income of teachers was first given by the President of the country V.V. Putin. in May 2012, according to which, by 2018, salaries should increase to 100% of the average regional income for:

  • school teachers;
  • teachers and masters of vocational educational institutions;
  • teachers working with orphans.

In addition, wages should not be lower than 100% of the average salary in the field of education in the region, and for teachers of additional education - 100% of teachers’ income.

For 6 years, teaching staff salaries were indexed at the federal and regional levels, which made it possible to achieve high indicators across the country. But if we consider nominal wages at the level of regions and municipal entities, the picture is not so rosy.

The most striking examples of the dispersion of earnings in federal and municipal educational institutions are:

  1. Income from the work of school teachers. Thus, in the Nenets Autonomous Okrug of the Arkhangelsk Region. salary in the region - 101,681 rubles. and even in a rural school in the Yamalo-Nenets District - 113,826 rubles. Whereas in Dagestan a teacher receives 21,389 rubles, and in rural schools in the Kostroma region. ‒ 24,051 rub.
  2. Remuneration of university teachers. In relative terms, income levels range from 137 to 270%. Considering the regional coefficients, the spread in physical terms is even more striking: for example, in Ugra, top-level teachers are paid 162,932 rubles, and in the Ivanovo region at a municipal-level university - 45,419 rubles.

This discrepancy in indicators is explained not only by the regional level of income of the population, but also by the inability of some entities to provide high salaries to public sector employees.

To maintain the achieved indicators, the government is forced to subsidize the regions. Therefore, the proposal of the Ministry of Education and Science in March 2018 to increase the salaries of all teachers or school teachers, in particular, by up to 150%, remained without support.

However, in May, the president made a recommendation to keep teachers’ incomes at the achieved level and not allow them to decline against the backdrop of an increase in the minimum wage and an increase in the well-being of Russians. Presidential decrees are reflected in the draft budget for 2019, which clearly reflects whether there will be an increase in teachers' salaries.

The bill provides for a systematic plan for the period from 2019 to 2021, including the salaries of educators, teachers and teachers of universities and colleges.

How much will the salary increase?

According to the explanatory note to the draft budget, teachers' salaries in 2019 should increase by 6%. For these purposes, appropriations in the amount of 109 billion rubles will be required. To keep incomes at the same level and raise salaries, subsidies will be increased by 16.1% compared to last year. Such calculations were provided by the Accounts Chamber to the State Duma for the adoption of the federal budget.

In addition, further growth in wages for educators, teachers, middle and senior teachers is also planned:

  • by 5.4% in 2020, which will require 120 billion rubles;
  • by 6.6% in 2021, which will require additional allocations of about RUB 134 billion.

First of all, the increase will affect teachers of federal educational institutions. Similar steps must be taken in the constituent entities of the Russian Federation. Moreover, the salary increase may be more than the recommended 6%.

By the end of October 2018, most regions should consider projects or approve local budgets, after which it will be clear how much teachers’ salaries in regional and municipal schools and other educational institutions will be increased.

When will there be a promotion?

Many traditionally link the recalculation of teachers' salaries to September 1. Indeed, promotions are often carried out at the local level from the start of the school year. So, in, and in St. Petersburg, wages were increased by 4,000 rubles.

However, the target increase for 2019 is planned from the beginning of the calendar year, that is, teachers should receive salaries in a new way based on the results of work in January. What will be the average teacher salary?

The remuneration system for teachers provides for the use, in addition to salaries, incentive payments and other allowances. Moreover, some increases are distributed by decision of the management of the educational institution. Often, teachers, in order to earn a decent salary, work at 1.5-2 times the rate. Even for two specialists with the same education and specialty, the actual salary may differ significantly. Teachers have already adapted to new working conditions and a complex payroll system.

But information on average earnings does not reflect the real picture. In addition, the increase will directly affect salaries and bonuses tied to tariffs. Therefore, actual wages after recalculation may increase by different amounts.

The Ministry of Education and Science of the Russian Federation has made a proposal to increase teachers' salaries starting from 2019 and beyond. Course for increase

Teachers' salaries are planned to be increased by one and a half times, that is, by 50%. The increase will take into account the average salary in the region, i.e. the increase will be proportional in all subjects of the Russian Federation.

Reforms related to the provision of teachers, researchers, university professors, etc. began back in 2012 - then the issue of increasing benefits for public sector employees was on the agenda, just as now. V.V. Putin signed 11 decrees aimed at systematic and progressive changes. The goal was to equalize the incomes of teachers, professors, cultural workers, nurses, doctors and social workers and bring them to at least 100%-200% of the average labor income in the region. Today, when the previous goal has already been achieved, the government has decided to set a course for strengthening the social status of these employees, making them and, in particular, Russian teachers, more financially secure.

The Ministry of Education notes that wages will increase not only for primary and secondary school teachers, but also for those who provide preschool or additional education services.

Options under consideration

Today, departments are considering 2 main ways through which the idea can be brought to life. The first is an increase in wages for all general education workers in general, including not only teachers, but also social workers, psychologists, librarians, etc. In this case, the authorities will use the indexing method - the amounts will increase by 10% every year until 2024. This path is long, however, speaking in numbers, it will lead to:

  • to improve the quality of life of 1,250,000 people employed in the Russian mid-level educational system;
  • to an increase in the average salary of a teaching worker - from 37,800 rubles in 2018 to 76,500 rubles in 2024.

However, for this the state will need to find a large amount of additional funds. If today the salary fund for teachers is almost 568 billion rubles, then in 5-6 years it will have to increase to 1.332 trillion. rubles, otherwise the planned expenses simply will not be covered! It is still unclear how the authorities are going to make up for such a significant shortfall, because in the conditions of the economic crisis this task will not be an easy one.

Another option, which seems more “gentle” in relation to the current economic situation, is to increase salaries only for teachers, and immediately. This means that next year labor accruals for 1,000,500 teachers could increase by 150%, or an average of 59,000 rubles or more. To do this, in 2019 the Payroll Fund will need to be replenished by 255.2 billion rubles, and in 2020 – by 273.1 billion rubles. As a result, the budget of the Teachers' Compensation Fund will increase from 475.9 billion rubles this year to 819 billion rubles in 2020.

Deputy Prime Minister of the Russian Federation Olga Golodets, as well as representatives of the Ministry of Finance and the Ministry of Labor have so far refrained from commenting on how the salaries of Russian teachers will be increased starting in 2019.

According to the latest news, teacher pay increases may not occur until October 2019. The indexation amount may be 6%. At the same time, in 2020 the size may be increased by 5.4%, and in 2021 - by 6.6%.

  2. Premium payments.
  3. Additional payments (for example, for working overtime, preparing extracurricular activities with children, etc.).
  4. Bonus for qualifications and work experience. For experienced and competent teachers, it is possible to receive a percentage increase, which is calculated depending on a number of factors - actual qualifications and experience, as well as region, position, achievements, workload, etc.

The good news is that teachers will see increases in both salaries and bonuses. This means that, on the one hand, the general standard of living of state employees in general will improve, and, on the other, they will be interested in the maximum possible return in order to receive a bonus - henceforth a higher one.

About 60% of teachers were dissatisfied with their salaries in 2017. For the whole year (from 2016 to 2017), their labor income remained almost unchanged at approximately 34,000 rubles, and in 4 Russian regions they even decreased, albeit slightly. This is still less than what employees of institutes and universities receive (about 36,000 rubles monthly).

Despite the fact that the planned reform should partially resolve existing problems and mitigate negative public sentiment, not everyone views the upcoming changes positively. For example, Vsevolod Lukhovitsky, co-chairman of the “Teacher” trade union, received the latest news about increasing teachers’ salaries with caution. He said that from 2019 the regions will feel an unprecedented financial burden, because all the costs will most likely be borne by them. As a result, the reforms may lead to layoffs, although this is not officially planned. However, in order not to pay a lot and to everyone at once, it will be necessary to fire librarians, psychologists and some teachers, while the other part will be bogged down in overtime.

Senior specialist of the Analytical Credit Rating Agency Alexander Shurakov shares a similar view of the situation. According to his calculations, after the changes come into force, the regions will have to spend more - approximately 500-600 billion rubles per year. The federal government will need to support constituent entities in financing the reform, but all this can only lead to an increase in regional debts, the need to restructure budget loans, etc.

The government has announced that teachers will receive a fairly good salary increase in 2019, which will be difficult to miss. Let us recall that earlier Vladimir Putin announced an increase in salaries, which was supposed to radically increase the prestige of this profession. According to the President, by 2019, each teacher should have received on average 200% more than the average citizen of his region. In addition, wages were supposed to increase by 150% compared to 2012. If the stated promises were fulfilled, then of course teachers could be satisfied with their level of pay. But, unfortunately, the situation is not as rosy as we would like.
Many government officials generally state that there are no funds in the budget to radically change the situation in this area. In order for teachers to feel promoted and be able to receive decent increases in salary, it is necessary to take funds from somewhere, that is, to make some kind of redistribution. It will be necessary to abandon the ongoing repair of classrooms, the purchase of new equipment, etc. But then the students themselves will suffer. And it turns out that there is a vicious circle in the country.
At the same time, such promises were partially fulfilled, and as of January 1, 2019, teachers will be able to experience a slight increase in their salaries.

One of the most important innovations that will change the level of teachers’ salaries in 2019 will be the dispersion coefficient. What does this mean: this means that the salary of an ordinary school teacher and his leadership, that is, the director, will be dependent on each other.

The law establishes a strict proportion that does not allow salaries for management positions to be exceeded by more than 4 times the salaries of ordinary first-level employees.

For example, if a teacher at a school receives 10,000 rubles, then the director of this school a priori will not be able to accrue a salary of more than 40,000 rubles.

Another proportion between other staff members will also be introduced. But the question regarding these proportions remains open. Regarding the school, there are currently three known categories of teachers who can be in the school:

According to the adopted law, already in 2019, every teacher will be able to take an independent exam and, based on the results of passing, receive a document confirming this procedure. If the certificate is in hand, then, purely theoretically, the teacher can demand another increase from the management.

But again, the issue is quite controversial. A school or other educational institution is a budgetary organization for which certain funding is allocated from the regional and federal budgets. Even if the school director wants to increase the salary of his employee, then where will he get the funds for such an increase? The question remains open.
Unfortunately, teaching staff are very skeptical about such innovations. They believe that all the measures taken are designed only to make it much more difficult to get raises and bonuses. But time will tell what will happen and how.
